Re-Advertisement: Local Consultant for Building the Capacity of the Water and Sanitation Sector (GCF project)

As there was not adequate level of responsiveness by the deadline in the previous announcement, Ref No: (IUL)438-GCF/438/2018/181  dated 26th June 2018, we would like to cancel the previous announcement and re-invite interested eligible consultants to submit their Proposals

 

The Government of Maldives has received a grant from Green Climate Fund (GCF) for the project “Supporting vulnerable communities in Maldives to manage climate change-induced water shortages”, which is being jointly implemented by the Government of Maldives and UNDP. through this project safe and adequate water supply systems will be developed in 49 islands by means Integrated Water Supply Network and Rainwater Harvesting Systems. Apart from the infrastructure components, the project also focuses on strengthening the water and sanitation sector through trainings, capacity building, awareness, research and education.

 

In this regard, that the Ministry of Environment and Energy through the Green Climate Fund project “Support vulnerable communities in Maldives to manage climate change-induced water shortages” would like to seek the assistance of an individual competent Consultant to develop a comprehensive capacity building plan for the water sector in line with the National Water and Sanitation Policy (NWSP).

To be eligible for the position the individual is expected to demonstrate the following:

Education

A master’s degree in human resource development or teaching or international development or any other relevant discipline with focus on institutional capacity building or sustainable development.

 

Experience:

  • Minimum, 5 years of relevant experience in training or management of development projects on institutional capacity building.
  • Minimum 02 years of experience in developing and delivering participatory trainings and workshops
  • Previous experience in developing capacity building plan or programmes will be an added advantage
  • Experience in conducting institutional capacity assessments will be an added advantage
  • Good computer skills are essential, especially proficiency in Microsoft Word, Excel, Outlook, Power point and Access.
  • English proficiency, both in writing and speaking.

 

Duration of work is for 05 months and the assignment will commence on August 2018. Please refer to Terms of Reference (TOR) attached with this advertisement and available on the ministry’s website for more details on assignment duration and remuneration.

 

Required Documents for submitting proposals

The following documents shall be submitted with the application for this consultancy:

  1. A cover letter indicating why the candidate considers himself/herself suitable for the required consultancy;
  2. Attested Educational Certificates
  3. An updated personal Curriculum Vitae as in the FORMAT provided in the ANNEX A
  4. Copy of National ID card or Passport
  5. At least two references from current/previous employers or contact details (name, phone number, email address) of 03 referees who can give potential employer information about your past work experience, skills, character and conduct
  6. Financial Proposal (Professional fees inclusive of Remuneration and Reimbursable) as in the FORMAT provided in the ANNEX A (all prices must be in MVR).

 

Registration and Clarifications

 

  1. The Bidder shall be registered to submit a bid upon submission of a written application to the email address [email protected] not later than 1200 hours on July 18th, 2018. Unregistered parties will not be able to participate in the bid.
  2. Any clarifications to the bid may be sent to  the email addresses [email protected] on or before 1400 hours on July 18th, 2018

 

Deadline to Submit Proposals

 

Applications must be delivered in sealed envelopes titled “Local Consultant for Building the Capacity of the Water and Sanitation Sector (GCF project)” on or before 1200 hrs on 22nd July 2018, to the below address. Electronic bidding will also be not accepted. Late bids will be rejected. Bids will be opened in the presence of the bidder’s representatives, who choose to attend in person at the address below on 1200 hrs on 22nd July 2018.
