The Maldives is party to 7 major international conventions on the protection of human rights, including those relating to disadvantaged groups in the society, and is committed to adhering to

international standards and instruments protecting human rights in the country. One of the key

functions of the Human Rights Commission of the Maldives (HRCM) is to monitor the implementation of the human rights obligations under the conventions which Maldives is party to.

In order for the HRCM to monitor the implementation of these conventions, there is a need to assess the activities that are currently being undertaken by relevant agencies, the protection measures in place and challenges faced and activities planned in implementing the recommendations.  In this regard, HRCM collects information on implementation status of recommendations of Universal Periodic Review (UPR) on an annual basis. 

An Adoption of the online system by the HRCM will ensure establishment of a practical tool to support the present follow-up mechanism to monitor the progress of implementation of UPR. This would facilitate process of identification of areas of concern and strengthen the state’s capacity to assess progress of implementation of UPR recommendations in a collaborative manner to generate the next UPR report. A unified system within the government agencies would facilitate periodic updates on the progress of the implementation of UPR recommendations. Subsequently, this will enable government agencies to work collectively, thereby advancing competencies in compiling updated information. This would consecutively assist government in monitoring the actions of National Human Rights Action Plan which encompasses key recommendations from UPR and other human rights conventions that Maldives is party to. Also it is important to note that an establishment of a system that is easily accessible by general public will contribute in strengthening of state’s transparency in fulfilling human rights obligations.

Objectives___________________________________________________________________________

  • Develop a practical design for the monitoring of treaty body and UPR recommendations based on major functions such as search and sort according to treaty body and UPR recommendations, which should have rights related to each recommendation, corresponding legislations and policies, responsible agencies, targeted population, indicators, progress of implementation, work undertaken to resolve obstacles, planned activities, timeline for implementation, deadline to send in information to HRCM.
  • Conduct a workshop to HRCM staff, officials from the state institutions, civil society and media on the use of online portal, importance of collaboration of inter-governmental agencies to implement recommendations and monitoring of actions taken to implement treaty body and UPR recommendations. Moreover, this project will facilitate in compiling relevant information for the next UPR along with the identification of challenges faced by the government.

Description, work responsibilities________________________________________________________

  • Development of a database (online portal), plan of action to implement it, development of standard operating procedures manual, testing of database, training of staff and maintenance of database.
  • the database should
    • encompass implementation status of the recommendations following the analysis of the work undertaken by the respective Ministries, challenges they faced and planned activities to implement the treaty body and UPR recommendations along with actions of NHRAP.
    • display corresponding legislations, regulations for each of the treaty bodies and UPR recommendations and related NHRAP actions along with the responsible stakeholders.
    • generate the implementation status of the recommendations following the analysis of the work undertaken by the respective ministries, challenges they face and planned activities to implement the recommendations. System should compute this based on the current scale used to determine the level of implementation of recommendations.
    • produce annual graphs that illustrate the progress made by the stakeholders, particularly in providing the requested information.
  • Distance mode of consultancy for the development of the system.
  • Conduct a three-day training to staff of HRCM, officials from three branches of the state and civil society members on the use of web enabled portal to monitor implementation of recommendations from treaty bodies, UPR and actions of NHRAP. Focus one day of the training to Information Technology officers of HRCM on the establishment and maintenance of online database.
  • Submit the user manual to the HRCM.

Qualification and Experience___________________________________________________________

All interested parties should send curriculum vitae identifying details of their experience and skills covering this field. All interested parties should also enclose a quotation for their technical assistance along with the covering letter. Preference would be given to candidates having the following qualifications:

  • Advanced university degree in a related field or equivalent experience
  • Extensive knowledge and experience in development of online portal/system
  • Excellent facilitation skills
  • Demonstrate flexibility, and understanding in taking on consultancy for development of online portals.
  • Fluency in both spoken and written English.

All interested parties should participate in the information session which will be held on Wednesday, 02 May 2018 at 1400 hrs in the following address. Proposals will only be accepted from those who attend the information session. Proposals with relevant documents must be delivered in sealed envelopes to the address below on Monday, 07 May 2018 at 1400 hrs local time. Bids will be opened in the presence of bidder’s representatives who choose to attend in person. Electronic bidding will not be accepted. Late bids will be rejected.
