Public Sector Human Resource Management Expert

 [RFP No: PSSP/2.1/C/18]

 

The Government of Maldives (GoM) has received a credit from the International Development Association (IDA) towards the cost of the Maldives Public Financial Management Systems Strengthening Project (PSSP), and wish to apply part of the proceeds towards the cost for recruiting a public sector human resource management expert to support the National Pay Commission (NPC) in the Maldives.

The objective of this 2 week assignment is to meet the relevant stakeholder in order to gather the required information and data, as well as formulating a detailed plan for the longer-term consultancy

The Candidate should possess the following qualifications and experience:

  • Minimum master’s degree in related field
  • Minimum 10 years of professional experience in working modalities of Wage Commission or other related institutions
  • Solid analytical and writing skills demonstrated by issuance of recognized publications or professional reports in English in this area.
  • Demonstrable experience in linking up public sector salaries, allowances and benefits with national budget through public sector wage models.
  • Knowledge in Compensation Management
  • Experience in Public Sector Reform including salary and wage benchmarking
  • Relevant experience on Public Sector Management of HR software would be an added advantage

 

The Ministry of Finance and Treasury, now invites interested eligible individuals to submit their Expressions of Interest (EoI). Interested Candidates must provide (a) a CV including information that demonstrates that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.)

The individual will be selected based on the qualification and experience, in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits and grants by World Bank Borrowers, January 2011, revised July 2014.
