Gender Specialist – Individual National Consultant

Due to change in scope of work in the T.O.R of the previous announcement, Ref No: (IUL)438-GCF/438/2018/90  dated 21 March 2018, we would like to cancel the previous announcement and re-invite interested eligible consultants to submit their Proposals

The Government of the Republic of Maldives through the Ministry of Environment and Energy is implementing ‘Supporting Vulnerable Communities in Maldives to Manage Climate Change-induced Water Shortages’ project financed by the Green Climate Fund (GCF) and intends to apply part of the proceedings for the services of a Gender Specialist consultant.

 

The main roles of the Gender Specialist consultant is to implement the gender-related activities of the project and provide recommendations on incorporating gender-specific considerations in all aspects of the project, including implementation, monitoring and evaluation.

 

 

To be eligible for the position the individual is expected to demonstrate the following:

  1. Master’s Degree in Social Sciences or Education or related discipline with at least two years of related experience OR Bachelor’s degree in Social Science or Education or related discipline with at least 5 years of related experience;
  2. 2-year experience in the area of gender issues;
  3. Experience with participatory research techniques and focus group discussions;
  4. Ability to work independently and with minimal supervision;
  5. Experience with international organizations will be an added advantage;
  6. Candidates should not be currently engaged in more than two assignments of more than 1 year duration with the Ministry of Energy and Environment
  7. The successful candidate must be willing to travel to the islands. All travel and workshop expenses incurred by the consultant based on the travel plan agreed for the assignments, will be covered directly by the project.

 

In addition, the individual’s reputation of integrity and impartiality routed in independent from third parties shall be considered.

Duration of work is for one year and the assignment will commence on May 2018 and will end on April 2019. Please refer to Terms of Reference (TOR) attached with this advertisement and available on the ministry’s website for more details on assignment duration and remuneration.

Required Documents for submitting proposals

The following documents shall be submitted with the application for this consultancy:

  1. Letter of Expression of Interest (EOI)
  2. A brief summary that demonstrates that the applicant is qualified to perform the services (including description of similar assignments, experience in similar conditions, availability of appropriate skills etc,)
  3. Copy of identification (National Identity Card or Passport Copy)
  4. Copies of Educational Certificates (copies taken from accredited original certificates)
  5. CV of the applicant
  6. Financial Proposal (Professional fees inclusive of professional insurance, medical insurance, tax obligation etc., Remuneration and Reimbursable (if any) indicated separately) as in the FORMAT provided in the ANNEX A (all prices must be in MVR).

Registration and Clarifications

 

  1. The Bidder shall be registered to submit a bid upon submission of a written application to the email address [email protected] not later than 1200 hours on April 12, 2018. Unregistered parties will not be able to participate in the bid

 

  1. Any clarifications to the bid may be sent to  the email addresses [email protected]  on or before April 12, 2018 at 1300 hours .

 

Deadline to Submit Proposals

Applications must be delivered in sealed envelopes titled “Gender Specialist – Individual National Consultant” on or before 1100 hrs on 16th April 2018, to the below address. Electronic bidding will also be not be accepted. Late bids will be rejected. Bids will be opened in the presence of the bidder’s representatives, who choose to attend in person at the address below on 1100 hrs on 16th April 2018.
