Procurement of Design, Supply, and Installation of EMS and BESS of PV Diesel Hybrid System in Addu City of Maldives

0429-MLD: Preparing Outer Islands for Sustainable Energy Development Project

1. The Republic of Maldives has received financing from the Asian Development Bank (ADB) towards the cost of Preparing Outer Islands for Sustainable Energy Development Project. Part of this financing will be used for payments under the Contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2. The Ministry of Finance and Treasury on behalf of Ministry of Environment and Energy  (the Employer), invites bids from local and international eligible and qualified bidders for the “Design, Supply, and Installation of EMS and BESS of PV Diesel Hybrid System in Addu City of Maldives” (herein after referred to as “the Facilities”).

3. The Facilities under this turnkey contract shall have to be completed within 365 (Three hundred and sixty-five) days from the effective date.

4. International competitive Bidding (ICB) will be conducted in accordance with the ADB’s, Single stage Dual envelope bidding procedure.

5. The Bidder shall be registered to submit a bid upon payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand Five Hundred) or equivalent in USD, for the project from 05^th April 2018 to 15^th May 2018 between 0830hrs and 1200hrs on all working days. A complete set of bidding documents and any information that shall be delivered to the prospective bidders,  shall be available for download from the Ministry of Finance and Treasury website www.finance.gov.mv

6. The Bidder shall furnish a Bid Security of USD 20,000.00 (or equivalent in MVR). The Bid security shall be valid for 148 days from the date of bid opening.

7. Any clarifications to the project may be sent to the address in clause 9 of this invitation for bids on or before 1400 Hours Maldivian Time on Tuesday, 24^th April 2018.

8. Bids shall be valid for a period of 120 days from the date of Bid of Opening and shall be delivered to the Ministry of Finance and Treasury at the address specified in the clause 9 of this Invitation for Bids, on or before 1100 hrs, Maldivian Time on 17^th May 2018, at which time they will be opened in the presence of the Bidders who wish to attend the bid opening. Late bids will be rejected.
