Introduction

Male’ Water & Sewerage Company Pvt Ltd (MWSC) invites interested and qualified tenderers to submit proposals for the “Material Procurement through International Competitive Tender under a Contractor Finance (Deferred Payment) Arrangement for F. Nilandhoo”

Interested tenderers are requested to review the attached Bill of Materials for the detailed scope of work and requirements, and to follow the schedule below to complete the registration process and proposal submission process.

Scope of Work

The selected tenderer shall supply the goods specified in the attached Bill of Materials under a contractor financing arrangement and shall be responsible for all activities associated with the complete supply, including logistics, quality assurance, documentation, and delivery required for the F. Nilandhoo Sewerage project.

Delivery Requirements

• Submit a detailed delivery programme within twenty-one (21) days of Contract Award.
• Ensure that all materials required for project implementation, excluding spare parts, special tools, and Operations & Maintenance (O&M) materials, are delivered within 120 to 150 calendar days from the date of Contract Award.
• Deliver all spare parts, special tools, and O&M materials within 240 calendar days from the date of Contract Award.
• Align manufacturing, inspection, shipping, and delivery activities with the approved Project Implementation Programme.
• Provide regular updates on production and shipment status to ensure compliance with the approved delivery schedule.
• Complete all deliveries in accordance with the Contract requirements and approved delivery programme.
• Undertake partial deliveries where required to support project implementation and as approved by MWSC.

Qualification Requirements

Interested and qualified tenderers wishing to undertake this project shall meet the following requirements and submit the relevant supporting documents:

• Business Registration Certificate.
• Company Profile / Portfolio.
• GST Registration Certificate (This document is required to be submitted by Locally registered tenderers only)
• Company Business Information Sheet (Economic Ministry), Generated within 1 month from the Bid submission deadline (This document is required to be submitted by Locally registered tenderers only)
• Manufacturer authorization for the principal equipment offered where the tenderer is not the manufacturer.
• Evidence of previous projects of comparable nature and complexity.
• Demonstrated financial capacity and/or access to financing to support the required Supplier Financing arrangement.

Registration Process

Interested tenderers are required to register for the tender through the link Bidder Registration between 22^nd September 2026 to 30^th September 2026. Further information and a soft copy of the tender documents will be shared with the registered tenderers on 04^th October 2026.

Tender Schedule

Bid Security & Performance Guarantee

Each vendor must furnish a bid security of MVR 80,000/-, in the form of a tender security from a bank only. The tender security shall be issued by a reputable institution. Where that institution is located outside the Republic of Maldives, it shall have correspondent banking institution located in the Republic of Maldives to make it enforceable.

The successful vendor must furnish to the Employer a performance Bank Guarantee in an amount equal to ten percent (10%) of the Contract sum within Fourteen (14) days of receipt of the notification of award from the Employer.
