EXPRESSION OF INTEREST (EOI)
Implementation of Microsoft Dynamics 365 Business Central
1 Introduction
The Capital Market Development Authority (CMDA) invites Expressions of Interest (EOI) from qualified and experienced companies for the implementation, configuration, customization, data migration, training, and support of Microsoft Dynamics 365 Business Central.
The solution is expected to primarily cover Financial Management and Supply Chain Management functions and support CMDA's financial and procurement processes
2. Scope of Work
The selected service provider shall be responsible for:
- Requirement gathering and business process analysis.
- Business Central implementation and configuration.
- Required development, customizations and integrations.
- System testing and quality assurance.
- Migration of financial data from QuickBooks.
- End-user and administrator training.
- System deployment and go-live support
- Post-deployment support and maintenance.
3. Key Functional Requirements
The system is expected to include, at minimum, the functions listed below. However, the selected implementation service provider must conduct a requirements analysis and finalise the requirements.
Financial Management
- General Ledger.
- Accounts Payable and Accounts Receivable.
- Bank management and reconciliation.
- Bank statement import.
- Fixed asset management.
- Budgeting and budget monitoring.
- Financial reporting.
- Audit trails and approval controls.
Supply Chain and Procurement
- Purchase requisitions and purchase orders.
- Vendor management.
- Inventory and stock management.
- Asset procurement.
- Purchase invoice processing.
- Procurement reporting.
- The system shall support purchase and financial request processes in accordance with applicable government financial regulations and CMDA procedures.
- Users should be able to submit different types of requests, including: stock, asset, payment, petty cash, budget transfer, and purchase.
- The system shall support multi-stage approval workflows based on factors such as request type, department and amount.
4. Procurement Process
This procurement will be conducted through a two-stage process:
Stage 1 – Expression of Interest (EOI):
Interested service providers are required to submit an EOI. The EOIs will be reviewed to shortlist companies that demonstrate the required capability, experience, and qualifications.

Stage 2 – Request for Proposal (RFP):
RFP will be sent to shortlisted companies from EOI review and will be invited to submit detailed Technical and Financial Proposals in response to the RFP.
5.Submission of Expression of Interest (EOI)

Expressions of Interest must be submitted by email to [email protected] no later than 14th September 2026 at 11:59 pm.

EOI Submission Format: All documents must be submitted as a single PDF file. Please use the subject line: "EOI Submission: Microsoft Dynamics Implementation".

Clarifications regarding this invitation for EOI: Interested parties may submit requests for clarification regarding this EOI by email to [email protected] no later than 6th September 2026. No inquiries or requests for clarification will be entertained after this date.
6. Documents to be Submitted with the EOI
Interested service providers are required to submit the following documents along with their Expression of Interest:

Expression of Interest Letter: Formal letter expressing interest in providing the required services.

Company Profile: Brief background of the organisation, ownership, number of employees including relevant technical staff, financial strength, relevant areas of expertise, locations with details of any local presence in Maldives.

Company Experience: Information on similar projects/services completed or currently being undertaken. Must demonstrate experience in Microsoft Dynamics Business Central implementation and services, particularly experience in implementing and supporting Microsoft Dynamics 365 Business Central Finance and Supply Chain solutions.

Team information: Information on proposed key personnel in the implementation and support teams, including brief profiles or CVs, relevant qualifications, relevant Microsoft certifications, and experience in Microsoft Dynamics 365 Business Central.
