State Trading Organization Plc (STO) extends an invitation to interested and eligible companies that fulfill the criteria detailed in the accompanying Terms of Reference (TOR).

The eligible Parties will then be invited to submit a more detailed proposal.

1.     As a guidance for the preparation of the EOI, please find the following attached to this notice.

a)      Annex 1 : Terms of Reference

2.     Criteria for shortlisting applications.

a)      The applicant must have successfully completed a minimum of one (1) similar project within the past ten (10) years, with a total value of at least 1,500,000 MVR ( One Million Five Hundred Thousand Maldivian Rufiyaa ). The project must be supported by either a certificate of completion or a reference letter.

b)      STO reserves the right to conduct due diligence on all applicants submitting documents to participate in the bid. Applicants may be required to provide additional supporting documentation upon request.

c)      In the case of a joint venture or affiliated entities participating in the bid, their combined experience will be considered during the evaluation process.

Submission of EOI.

1. The applicant may submit an EOI either individually or in collaboration with another entity (e.g., joint venture or affiliation). Each party is permitted to participate in only one submission, multiple submissions involving the same party will not be accepted.
2. Both parties to the joint venture shall individually possess relevant experience of a similar nature, in accordance with the criteria specified in Clause 2(a).
3. Where a Maldivian representative company submits an Expression of Interest jointly with a foreign party, the Maldivian representative company shall be the lead party of the Joint Venture.
4. The EOI shall be type written and signed by the applicant or a person or persons, duly authorized by the applicant to submit the proposal.
5. The applicant shall submit their EOI via email to [email protected] clearly subjected “EOI for Hiring a party for the supply and installation of a Sewage Treatment system at K. Funadhoo”.
6. Deadline for submission is 03^rd September 2026, 2PM, Maldives Time.
7. STO may, at its discretion, extend this deadline for the submission of the EOI, in which case all rights and obligations of STO and applicants previously subject to the deadline will thereafter be subject to the deadline as extended.
8. Any EOI received by STO after the deadline for submission of EOI will be rejected.
9. The applicant may withdraw its EOI after submission, provided that written notice of the withdrawal is received by STO prior to the deadline for submission. No EOI may be modified after passing of the deadline for submission of EOI.
