INVITATION FOR BIDS
(Project Number: TES/2026/W-014)
1. The Republic of Maldives has received financing from the Abu Dhabi Fund for Development (ADFD) toward the cost of Converting Waste to Energy Project in Addu City and part of this financing will be used for payment under the Contract Package named above.
2. The Ministry of Finance and Public Enterprises, on behalf of Ministry of Climate Change, Environment and Energy (“the Employer”) invites sealed bids from eligible Bidders for the Design and Construction works of an Ash landfill Cell and Associated Infrastructure, for the Waste to Energy Plant at South Regional Waste Management Facility in Hithadhoo – Addu City
3. International Competitive Bidding (ICB) will be conducted in accordance with the procedures specified in the Abu Dhabi Fund for Development’s ‘Guidelines for the Procurement of Goods and Contracting for the Execution of Works’. Qualifications requirements are stated in the Bidding Document.
4. Only contractors registered under the National Contractors Registry (NCR) in the following grades shall be eligible to participate in this tender:
GC02-01, GC02-02, GC02-03, GC02-04, GC02-05, GC02-06, and GC02-07.
5. Interested bidders shall register with the Ministry of Finance and Public Enterprises, between 20th August 2026 to 19th October 2026, between 0800hrs and 1400hrs on all working days by: (a) payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand Five Hundred) or USD 100.00, through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/) and, (b) e-mailing the following information to the below given e-mail addresses:
- Name and Address of the Bidder
- Name, e-mail ID and telephone numbers of the Contact Person(s)
Copy of the Payment/Transaction Receipt.
6. A complete set of bidding documents and related documentation is available from 20th August 2026 on the Ministry of Finance and Public Enterprises website www.finance.gov.mv for downloading free of cost. The Employer shall not be liable for any information not received by the Bidder. It is Bidder’s responsibility to verify the website for the latest information related to this Bid.
7. The Bidder shall furnish a Bid Security of USD 5,000.00 (Five Thousand United States Dollars - or equivalent in Maldivian Rufiyaa), which shall be valid for 28 days beyond the validity of the Bid.
8. A pre-bid meeting is scheduled to be held online on 3rd September 2026, at 10:00:00 hrs. Additional information about the pre-bid meeting will be included in the bidding document.
9. Any clarifications to the project may be sent to the address in clause 11 of this invitation for bids on or before 13:00:00 hrs. Maldivian Time on 10th September 2026.
10. Bids must be delivered to the Ministry of Finance and Public Enterprises at the address specified in Clause 11, on or before 13:00:00 hrs. Maldives Time on 21st October 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be opened in the presence of the Bidders who wish to attend the Bid Opening
