05 މާރިޗް 2026 ވަނަ ދުވަހު ޝާއިޢުކުރެވުނު ރައީސުލްޖުމްހޫރިއްޔާގެ ޤަރާރު (ނަންބަރު: 2026/8) ގެ ދަށުން، ހއ. ކަނޑާލިފިނޮޅަކީ ތިލަދުންމަތީ އުތުރުބުރީ ވަށަފަރުގެ ބައެއް ކަމުގައި، ރައީސުލްޖުމްހޫރިއްޔާ ޑރ. މުޙައްމަދު މުޢިއްޒު ވަނީ ކަނޑައަޅުއްވާފައެވެ. އެހެންކަމުން، އެ ރަށް ބެލެހެއްޓުމާއި، ތަރައްޤީ ކުރުމާއި، އިދާރީގޮތުން ހިންގުމާއި، ރަށުގެ ރައްކާތެރިކަން ދެމެހެއްޓުމުގެ އިތުރުން އެ ރަށުގައި ހިންގޭ އެންމެހައި ޙަރަކާތްތައް ރެގިއުލޭޓްކޮށް ބެލެހެއްޓުމުގެ ފުރިހަމަ ބާރާއި މަސްއޫލިއްޔަތު އޮތީ މި ކައުންސިލަށެވެ.

މި އިޝާރާތްކުރެވުނު ޤަރާރުން މިކައުންސިލަށް ލިބިދޭ ބާރުގެ ދަށުން، ދައުލަތުގެ މުއައްސަސާތަކާއި، އަމިއްލަ ޖަމްޢިއްޔާ ޖަމާޢަތްތަކާއި، ފަތުރުވެރިކަމުގެ ޚިދުމަތްދޭ ފަރާތްތަކާއި، އުޅަނދުފަހަރު ދުއްވާ ފަރާތްތަކުގެ އިތުރުން ޢާންމު ރައްޔިތުންގެ ސަމާލުކަމަށްޓަކައި ދަންނަވަމެވެ.

މި އިޢުލާން ޝާއިޢުކުރެވުނު ވަގުތުން ފެށިގެން، ވަށަފަރު ކައުންސިލްގެ އިދާރާއިން ކުރިއާލާ ދެވޭ ހުއްދައެއް ނެތި، އެއްވެސް ފަރާތަކުން ނުވަތަ އުޅަނދަކުން ހއ. ކަނޑާލިފިނޮޅަށް އެރުމާއި، އެ ރަށަށް ބަނދަރުކުރުމާއި، އެ ރަށުގައި އެއްވެސް ބާވަތެއްގެ ޙަރަކާތެއް ހިންގުމަކީ މަނާކަމެކެވެ. މިފަދަ ހުއްދައަކާ ނުލައި އެ ރަށަށް އަރާ ނުވަތަ އެއްވެސް މަސައްކަތެއް ކުރާ ފަރާތްތަކަކީ ޤާނޫނީ ހުއްދައެއް ނެތި އެކަންކަން ކުރާ ފަރާތްތަކެއް ކަމުގައި ބެލެވޭނެއެވެ. އަދި އެފަދަ ފަރާތްތަކާމެދު ދިވެހިރާއްޖޭގެ ޖުމްހޫރިއްޔާގެ ޤާނޫނުތަކާއި، ޤަވާއިދުތަކުގެ ދަށުން އަޅަންޖެހޭ އިދާރީ އަދި ޤާނޫނީ ފިޔަވަޅުތައް އެޅޭނެއެވެ.

ހއ. ކަނޑާލިފިނޮޅަށް މީގެ ކުރިން އެއްވެސް ހުރަހެއްނެތި އަރާ ފޭބުމުގެ ފުރުސަތު އޮތީ ހުޅުވާލެވިފައެވެ. މިދެންނެވުނު މުއްދަތުގެ ތެރޭގައި އެ ރަށުގެ ގުދުރަތީ މާހައުލަށާއި މުދަލަށް ގެއްލުން ލިބޭފަދަ ކަންތައްތަކެއް ވަނީ ހިނގާފައެވެ. އޭގެ ތެރޭގައި ކުނި އެޅުމާއި، ހުއްދަނެތި ވެލި ނެގުމާއި، ގަސްގަހާގެއްސަށް ގެއްލުން ދިނުމުގެ އިތުރުން، ހުޅުޖެހުން ފަދަ ނުރައްކާތެރި އަމަލުތައްވެސް މަދުން ނަމަވެސް ވަނީހިނގާފައެވެ.

އެހެންކަމުން، ރަށް ބެލެހެއްޓުމުގެ ކަންކަން ނިޒާމީ ގޮތެއްގައި ކުރިއަށް ގެންދިއުމަށާއި، ރަށުގެ ގުދުރަތީ މާހައުލާއި އާންމު މުދާ ރައްކާތެރިކޮށް ދެމެހެއްޓުމަށާއި، ރަށަށް ޒިޔާރާތް ކުރައްވާ ފަރާތްތަކުގެ ސަލާމަތާއި ރައްކާތެރިކަން ކަށަވަރުކުރުމަށްޓަކައި، ރަށަށް އަރާ ފޭބުން ވަކި އުސޫލެއްގެ ދަށުން ކޮންޓްރޯލްކުރުމަށް އެކަށީގެންވާ ފިޔަވަޅެއް މި އިޢުލާން މެދުވެރިކޮށް މިވަނީ ތައާރަފުކުރެވިފައެވެ. މި ފިޔަވަޅަކީ ވަށަފަރު ކައުންސިލުގެ ގާނޫނީ ޒިންމާތަކާއި މަސްއޫލިއްޔަތުތައް އެންމެ ފުރިހަމަ ގޮތުގައި އަދާކުރުމަށް މަގުފަހިކުރުމަށްޓަކައި އެޅުން ފިޔަވަޅެކެވެ.

މި އިޢުލާނުގައިވާ ކަންކަމަށް ފުރިހަމައަށް ބޯލަނބައި، އެކަން ތަންފީޒުކުރުމުގައި ސަރުކާރުގެ މުއައްސަސާތަކާއި، ދައުލަތުގެ އިދާރާތަކާއި، އަމިއްލަ ކުންފުނިތަކާއި ޖަމިއްޔާތަކުގެ އިތުރުން، ރަށަށް ޒިޔާރަތްކުރާ ފަރާތްތަކާއި، އުޅަނދުފަހަރު ދުއްވާ ފަރާތްތަކާއި، ފަތުރުވެރިކަމުގެ ދާއިރާގައި މަސައްކަތްކުރާ ފަރާތްތަކާއި، އާންމު އެންމެހައި ފަރުދުންގެ ފުރިހަމަ އެއްބާރުލުމަށް ހއ. ވަށަފަރު ކައުންސިލުން އިލްތިމާސްކުރަމެވެ. ހއ. ކަނޑާލިފިނޮޅަކީ އެންމެންގެ ހިއްސާ އޮވެގެން ބަލަހައްޓާ ރަށެއްގެ ގޮތުގައި ހަދައި، އެންމެހައި ފަރާތްތަކުން ގުޅިގެން މަސައްކަތް ކުރުމަކީ އެ ރަށުގެ ގުދުރަތީ ރީތިކަން ދަމަހައްޓައި، ތިމާވެއްޓާއި އާންމު މުދާ ރައްކާތެރިކުރުމަށް ލިބޭނެ ބޮޑު ބާރެކެވެ. އަދި މިކަމުގެ ސަބަބުން އެ ރަށަކީ އެންމެނަށް ބޭނުންކުރެވޭނެ، ހިތްފަސޭހަ އަދި އުފާވެރި ވަގުތުތަކެއް ހޭދަކުރެވޭނެ މަންޒިލެއްގެ ގޮތުގައި ދެމިއޮންނާނެކަން ކަށަވަރުކުރެވޭނެއެވެ.

ހުއްދައަށް އެދުމަށާއި، މިކަމާ ގުޅޭ އިތުރު މަޢުލޫމާތު ސާފުކުރުމަށް ތިރީގައިވާ ނަންބަރުތަކަށް ގުޅުއްވުން އެދެމެވެ.

މި އިޢުލާނަށް އަމަލުކުރަން ފަށާނީ މިއަދުން ފެށިގެންނެވެ. އަދި ވަށަފަރު ކައުންސިލްގެ އިދާރާއިން މި އިޢުލާނަށް ބަދަލެއް ގެންނަންދެން ނުވަތަ ބާތިލުކުރަންދެން މި އެންގުން ދެމިއޮންނާނެއެވެ.

Regulation of Entry to Ha. Kan'daalifinolhu

The Secretariat of the Vashafaru Council hereby informs all government institutions, private organizations, residents, visitors, vessel operators, tour operators, and the general public that, pursuant to Presidential Executive Order No. 8/2026, issued on 5 March 2026 by the President of the Republic of Maldives, Dr. Mohamed Muizzu, Ha. Kan’daalifinolhu has been designated as part of the Secretariat of the Vashafaru Council. Accordingly, the Secretariat of the Vashafaru Council is vested with the authority and responsibility for the administration, development, management, protection, and regulation of all activities conducted on the island.

In exercise of the powers conferred upon the Council by the aforementioned Executive Order, The Secretariat of the Vashafaru Council hereby directs that, with immediate effect, no person, vessel, Government institution, private organization, or any other entity shall enter, land on, access, occupy, or undertake any activity on Ha. Kan’daalifinolhu without the prior permission of the The Secretariat of the Vashafaru Council. Any person or entity entering Ha. Kan’daalifinolhu or conducting any activity thereon without the prior authorization of The Secretariat of the Vashafaru Council shall be regarded as acting without lawful permission and shall be subject to the applicable laws, regulations, and administrative measures of the Republic of Maldives.

The unrestricted access that previously existed has, over time, resulted in activities that have adversely affected the natural environment and public assets of Ha. Kan'daalifinolhu, including excessive littering, unauthorized extraction of sand, damage to vegetation, and incidents of arson. Accordingly, this Notice introduces reasonable measures to regulate access to the island in order to support its orderly administration, protect and preserve its natural environment, safeguard public safety and public assets, and enable the Vashafaru Council to effectively discharge its statutory functions and responsibilities.

The Vashafaru Council calls upon all Government authorities, public institutions, private organizations, residents, visitors, vessel operators, tour operators, and members of the general public to extend their full cooperation in observing the provisions of this Notice. By working together as partners in the stewardship of Ha. Kan'daalifinolhu, we can preserve its natural beauty, protect its environment and public assets, and ensure that the island remains a welcoming and enjoyable place for all, both now and in the future.
