Consultancy Services To Formulate The Energy Act of Maldives

Request for Proposals

The Government of the Republic of Maldives represented by the Ministry of Environment and Energy (MEE) requires the services of a Consultancy Team to formulate the Energy Act of Maldives.

The objective of the assignment is to provide the complete draft of the actual text of the new Energy Act of Maldives in Dhivehi and English.

The Consultancy team formulating the Maldives Energy Act should have qualifications, expertise and experience in the following areas:

a) The organizational, administrative and operation process of comparable electricity sectors and regulatory bodies in other countries

b) The legal system of the Maldives in relation to electricity regulation

c) The commercial system of the Maldives in relation to electricity regulation.

d) Individual experts should have a minimum 04 years of work experience in the respective sectors (legal/energy)

In addition, Consultants’ past experience of working with the Client shall be considered.

The assignment is to be completed within three (3) calendar months following the signing of the contract for Consultancy Services.

The Ministry of Environment and Energy now invites interested eligible Consultancy Groups to submit their proposals, including:

a) Information that demonstrates that they are qualified to perform the services (description of similar assignments and experience in similar conditions, familiarity with appropriate skills, etc).

b) A Financial Proposal indicating the breakdown of all costs associated to the assignment. The Proposal should have a validity of at least 90 days period.

Proposals should be addressed to Ministry of Environment and Energy at the address below. All submissions will be opened at the Ministry of Environment and Energy at 1100 hours on 17th February 2016 in the presence of representative of the bidders.

Proposals must be in a sealed envelope indicating “Expression of Interest”, the subject of this works, name of the bidder, date of submission and time as indicated.
