ADDENDUM TO INVITATION FOR EXPRESSION OF INTEREST (EOI)

BUILDING OF FUEL BARGES

Notice to all the bidders

The Invitation for Expression of Interest (EOI) Announcement number 60-PRO/2026/2 is modified as set forth in this Addendum. The original EOI documents and any previously issued addenda remain in full force and effect, except as modified by this Addendum, which is hereby made part of the EOI.

1.     Requirement

The shortlisted applicants will be invited to submit a more detailed proposal through a restricted Request for Proposal.

2.     Criteria for shortlisting applications.

1. Applicants shall have successfully completed construction of a similar requirement as mentioned in the above table for at least three (3) fuel barges.

3.     Submission of EOI.

1. 1. Applicants may express their interest in undertaking the construction of one (1) fuel barge or the construction of all four (4) fuel barges, as part of this Expression of Interest.
   2. STO, at its sole discretion, may award the construction of each fuel barge independently.
   3. The EOI shall be typed written and signed by the applicant or a person or persons, duly authorized by the applicant to submit the proposal.
   4. The applicant shall submit their EOI via email to [email protected] clearly subjected “Building fuel barges”
   5. STO may, at its discretion, extend this deadline for the submission of the EOI, in which case all rights and obligations of STO and applicants previously subject to the deadline will thereafter be subject to the deadline as extended.
   6. Any EOI received by STO after the deadline for submission of EOI will be rejected.
   7. The applicant may withdraw its EOI after submission, provided that written notice of the withdrawal is received by STO prior to the deadline for submission. No EOI may be modified after passing of the deadline for submission of EOI

4.     Required documents  

• Business License / Registration Certificate. 
• Business Profile. 
• Evidence of successfully completed construction of at least three (3) fuel barges. 
• If STO requests to provide recent 2 years financial audit reports, applicants must provide.  

5.     Tendering Process 

Registration & bid document: Tenderers can register via email to [email protected] along with the company certificates and documents required to verify the eligibility criteria. 

Deadline for registration: 29^th January 2026, 16:00hrs (Maldives Time)  

ONLY Eligible Tenderers can participate in the tender. 

A complete set of Bidding Document in English will be sent via email only to the parties who have successfully registered and are eligible under the tender
