The Government of the Maldives has received financing from the World Bank toward the cost of the Sustainable and Integrated Labor Services (SAILS) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include strengthening the employment services provided to Maldivian jobseekers by providing individualized support, including career guidance, employment action plans, and linkages to ALMPs to address skills and capacity gaps. This initiative also aims to ensure equitable access to these services through planned outreach sessions across the Maldives, while simultaneously collaborating with employers, training institutions, private sector agencies, and various government and non-government stakeholders to support the effective implementation of the ES Scheme. The duration of the assignment is 17 - 18 months from the date of signing the contract with the possibility of extension based on performance and need.

The Ministry of Higher Education, Labour and Skills Development now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide a CV including information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- University Degree in Human Resources, Psychology, Customer Care, Public Relations, or related field.
- Minimum 2 years of professional experience working directly with clients in customer care, counselling, public relations, or a related field.
- Experience in employment services, case management, career guidance, or related fields is an added advantage.
- Experience working with jobseekers, vulnerable populations, or youth.
- Knowledge of labour market trends in the Maldives.
- Strong communication, counselling, and interpersonal skills.
- Ability to analyze data and prepare reports.
- Experience working with government programs or donor-funded projects is an advantage.
- Willingness to travel extensively across the Maldives.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the selection of Individual Consultant method set out in the Procurement Regulations.
