REQUEST FOR EXPRESSION OF INTEREST

CONSULTING SERVICES – INDIVIDUAL CONSULTANTS

1. The Government of Maldives has received financing from the World Bank toward the cost of the Maldives; Atoll Education Development Project (AEDP) and intends to apply part of the proceeds for consulting services.

2. The consulting services (“the Services”) includes all the tasks related to items development on Social and Emotional skills of National Assestement of Learning Outcomes. The assignment is to be approximately for a period of 11 (Eleven) weeks.

3. The detailed Terms of Reference (TOR) for the assignment is attached with this announcement.

4. The Ministry of Education now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The selection criteria are:

• Master’s degree in Education, Educational Psychology, Social Sciences, or a related field.
• Demonstrated ability to design psychometric tools or education-related surveys.
• Experience in child development, cognitive testing, or survey piloting.
• Strong understanding of child development and education systems.
• Strong writing, facilitation, and excellent analytical skills.

5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

6. An information session will be held at Quality Assurance Department (QAD), Edhuruhiyaa 9^th Floor on 16^th October 2025, at 1100 Hours.

7. A Consultant will be selected based on the EOI submitted.
