Request for Proposals

Supply of 1 Nos 2000kVA, 6 Nos 3000kVA Step-up Transformers and Accessories for Peak Handling 2026

State Electric Company Limited (STELCO) is re-inviting sealed bids from eligible and interested parties for the tender mentioned above, as the proposals received for the previous announcement (Ref: H/IUL/2025/118) were found to be higher than the prevailing market prices. Parties who have already purchased the bid documents for H/IUL/2025/118 are not required to repurchase them. This request for proposal is open to both local and international bidders.

A complete set of Bidding Documents may be purchased by interested and eligible Bidders upon payment of a non-refundable fee of USD 5,0000 (U.S Dollars Five Thousand only) or equivalent in Maldivian Rufiyaa, (MVR) in cash or telegraphic transfer directly to our head office. Documents shall be issued according to the below table.

Key Dates: -

• Only Bidders who purchase the Bidding document can participate and thus the document is non-transferable.

This work will be executed under contractor's finance.

Pre-qualification requirement:

•              No advance payment

•              No payment guarantee/credit guarantee can be issued.

•              Payments shall be made in Maldivian Rufiyaa (MVR)

•              Vendors who adhere to the above specified payment terms will be eligible for technical and financial evaluation.

The Bid Validity shall be minimum Sixty (60) days from the date of Bid opening. All Bids shall be accompanied with a Bid Security of USD 10,000.00 (Ten Thousand only) or equivalent in Maldivian Rufiyaa MVR which is valid for Thirty (30) days beyond the validity of the bid. The Performance Security shall be 15% of the Bid Price. Bid Security and Performance Security shall be a bank guarantee letter (as per the format in the bid document), bank draft or an insurance policy.

A pre-bid meeting shall be held on 27^th August 2025 (Wednesday) at 10:00hrs Maldives local time at STELCO Head Office, 2^nd Floor meeting room.

All Bids shall reach STELCO head office on or before Monday, 1^st September 2025, at 10:00hrs (Maldives Local Time)

The Bids shall be submitted in sealed envelope and addressed as follows:

• STELCO shall not be liable for the misplacement or premature opening for the unlabeled proposals.

Bids shall be opened on Monday, 1^st September 2025, at 10:00hrs. Maldives local time at STELCO Head Office, 2^nd Floor meeting room, in the presence of those Bidders or Bidder’s representatives who wish to attend the session.

It is in STELCO’s discretion to reject/cancel any bid which does not fulfil or comply the above terms, at any time during the bid evaluation process. Also, it is in STELCO’s discretion to cancel this invitation to bid at any time.
