Relating to Hulhumale’ Football Training Facility

The Football Association of Maldives (FAM) and the Housing Development Corporation (HDC) signed an agreement on 11 July 2018 to develop and establish a football training facility. Under this agreement, FAM was allocated a plot of land identified as Hulhumalé Plot D5-1, measuring 230,000 square feet. Of this, 180,000 square feet was designated for the construction of two full-sized football grounds, and the remaining land was allocated for related facilities. The land was granted to FAM rent-free for 25 years, for the benefit of the community and as part of social responsibility initiatives.

On 7 December 2022, at FAM’s request, the 2018 Agreement was amended to allow leasing of part of the land and since then portions of the land has been leased to various parties.

Currently, court proceedings are ongoing in a case filed by HDC at the Civil Court, seeking to vacate and reclaim the land on the grounds that FAM failed to pay rent and related fines as per 7 December 2022 amendment to the Agreement, and incompletion of the football training facility. Hence, all current users of this land are hereby instructed not to make any alterations to existing buildings, and not to construct any new buildings on the land or surrounding areas.

Parties holding valid lease agreements with FAM for any part of the above-mentioned plot, or for any portion of the buildings located on it (including those with subleases), are hereby requested to submit copies of their lease agreements and all relevant documents to FAM no later than 24 August 2025 at 14:30 hours.
