 Election Announcement

 

Football Association of Maldives (FAM) – Executive Committee Elections 2025

 

The Football Association of Maldives (FAM) is pleased to announce the opening of the electoral process for the election of the FAM Executive Committee. This election will be conducted in accordance with the FAM Statutes (June 2025) and the FAM Electoral Code (June 2025).

 

1)      Key Dates

 

a)       Electoral Process Launch: June 28, 2025.

b)      Deadline for Submission of Candidatures: July 6, 2025.

c)       Notification of Missing Documents: July 9, 2025.

d)      Deadline to Complete Applications: July 13, 2025.

e)      Communication of Decisions: July 15, 2025.

f)        Formal Convocation: July 16, 2025.

g)       Extraordinary Elective FAM Congress: July 26, 2025.

 

2)      Election by List for the following positions

 

a)       1 President.

b)      1 First Vice-President.

c)       2 Second Vice-Presidents.

d)      7 Ordinary Members.

 

The above list must include at least 2 female members in any of the above-mentioned positions.

 

The election for the positions within the Executive Committee shall take place by list and all positions are for a four-year term (July 2025 to July 2029).

 

Each list may contain an appropriate number of substitutes (recommended 3 members including a female member) in case any candidate fails to fulfil the following necessary eligibility criteria.

 

3)      Eligibility Criteria

 

Candidates must:

(as per art. 38 par. 4 and art. 86 par.3 of the Statutes)

 

a)      Be a Maldivian citizen.

b)      Be between 21 and 65 years of age at the time of candidacy submission.

c)      Have been active as a football official or player for at least two of the last five years (except for female candidates in this first election following the approval of the current new Statutes – June 2025).

d)      Have completed secondary school education or equivalent.

e)      Not have been subject to criminal convictions or disciplinary sanctions by a state court, in particular if the offence in question was a substantive issue and not a minor infraction or procedural misconduct.

f)       Not have been found guilty and/or sentenced by the FIFA Ethics Committee or any other sporting body with a sanction that would seriously put into question the discharge of the office concerned.

g)       Fulfil the integrity and independence requirements stipulated in the FAM Statutes.

 

4)      Required Documents

 

All candidatures must be submitted in writing to the FAM General Secretariat latest by July 6, 2025, via recorded post, email with delivery notification, or by hand with confirmation of receipt. The following documents are required to be submitted by the representative of the list running for the election:

 

a)       Completed candidatures’ forms (specifying the position sought by each candidate in the list).

b)      Copy of valid national IDs for all candidates in the list as Proof of Maldivian citizenship.

c)       Proof of age (birth certificate or ID) for all candidates in the list.

d)      Evidence of secondary school completion or equivalent for all candidates in the list.

e)      Supporting documents proving football activity/official status for two of the last five years for all the candidates in the list (except the female candidates who may be exempted from this criterion during this first election following the approval of the new FAM Statutes in order to encourage more female participation in Football in Maldives).

f)        Full List of candidates in the list (for all the above-mentioned positions in the Executive Committee).

g)       Integrity check questionnaire (Annex A of the FAM Statutes), completed and signed by each one of the candidates.

h)      Any other supporting documents required to demonstrate compliance upon request from the Normalisation Committee.

 

Each list for the Executive Committee must be supported by at least five voting Members (including at least two First Division clubs, as per the FAM Statutes – Version June 2025). Each voting Member of the FAM Congress shall support one list only. If a Member supports more than one list, none of its expressions of support shall be considered valid.

 

Candidatures received on 6 July 2025 must absolutely include the following items in order to avoid rejection:

 

  • Full list of names of the candidates.

  • Copy of the ID of each candidate.

  • The above-mentioned Letters of Support from five voting Members (including at least two First Division Clubs).

 

5)      Integrity Check

 

All candidates will undergo an integrity check conducted by the Normalisation Committee, including the submission of the integrity questionnaire and supporting documents.

 

Following receipt of the candidatures including the completed and signed Integrity questionnaire, the Normalisation Committee may conduct independent research and/or investigations in order to obtain further relevant information on a particular candidate or holder, which may include information on intermediaries and related parties, mandates, potential conflicts of interest and significant participations as well as civil and criminal proceedings/investigations.

 

6)      Additional Information

 

a)       The official list of candidates will be published at least 10 days before the Elective Congress.

b)      Only delegates present at the Elective Congress may vote; proxy or absentee voting is not permitted.

c)       Voting is by secret ballot unless otherwise decided due to the number of candidate lists.

d)      Appeals against the decisions of the Normalisation Committee can only be submitted to the Court of Arbitration for Sport in Lausanne, Switzerland (CAS).
