TERMS OF REFERENCE

Technical Assistance to Supervise the Civil Works of the Water and Sewerage Projects

A. PURPOSE

The Government of the Republic of Maldives through the Ministry of Environment and Energy (MEE) is implementing, provision of Water Supply and Sewerage Facilities in the Islands and is seeking the services of a qualified National Consultant to supervise the civil works of the water and sewerage projects.

B. BACKGROUND

Maldives is a small island nation with fragile environment and scarce water resources. Its population of over 300,000 is thinly dispersed over 198 islands out of total 1192 islands, the remaining being uninhabited. There are practically no surface water sources and the limited ground water is vulnerable to salinity ingress and contamination from indiscriminately discharged waste water. The wide and uneven distribution of population and vulnerable water resources pose many challenges to the provision of basic services such as access to water and sanitation. Rainwater harvesting and desalination of sea water are practiced on large scale to augment water resources and meet with the increasing water demand.

C. OBJECTIVES OF ASSIGNMENT

The overall objective of the assignment is to provide technical assistance to supervise the civil works of the water and sewerage projects. 

D. OVERALL RESPONSIBILITY

The tasks to be undertaken by the Consultant under this outline Terms of Reference are to be undertaken in close collaboration with the Water and Sanitation Department.

  • Visit project sites and inspect the civil works of the water supply and sewerage projects and give site specific suggestions where necessary
  • On the job training, train at least two (02) staff from the sector to do site inspection.
  • Quality Control and Quality Assurance Plan will be developed by the Consultant to ensure that the structures are built and equipment installed in conformity with the Contractual Specifications, approved drawings, standards, good engineering practice and State-of-the-Art.
  • Supervising the acceptance tests and preparing the Completion Certificate and the Temporary Acceptance Certificate. The acceptance tests shall be conducted by the Contractor as instructed by the Consultant.
  • Review and Identify essential items that must be included in the Handover Report which will be based on the record maintained during construction design and work supervision phases.
  • Implement Shop Inspection of Electromechanical Equipment: the Consultants will check the manufacturing of equipment and will attend tests of main items for acceptance as and when necessary. These tests concern mechanical tests and chemical analyses, routing tests and standard tests, dimensional checks and Non-destructive tests.
  • Review Operation and Maintenance Manuals: Based on the information and booklets received from the Contractors, Manufacturers, Suppliers and his own experience, the Consultants will provide advice regarding the Operation and Maintenance Manuals submitted by the Contractor.
  • Visit and evaluate on site of the Project islands.
  • Prepare reports upon completion of specific tasks or inspection visits.
  • Assist in the review and approval of replacement or alternative materials during the contract period.

E. QUALIFICATIONS AND EXPERIENCE

  • Minimum Postgraduate Degree qualification in the disciplines of engineering and/or integrated water resource management, civil engineering, environmental engineering, water and sanitation.
  • At least 5 years’ experience in water supply ( focus on desalination schemes ) and sewerage design and rehabilitation
  • Have experience in management of water and sewerage projects.
  • Substantial, relevant and practical working experience, preferably in Small Island Developing States or in a similar geographic context in implementing water and sanitation programs and projects.

F. REPORTING OBLIGATIONS

  • Schedule and plan of field visits – within 7 days of contract signing.
  • Quality Control and Quality Assurance Plan limited to testing and commissioning period.
  • Instructions to the Contractor for Acceptance tests, Completion or temporary acceptance certificates.
  • Identification of missing elements in Handover Reports.
  • Field visit reports – Submitted no later than 7 days after the field visit.

G. SCHEDULE FOR THE ASSIGNMENT

  • The technical expert will be required to carry out at least 75 days over a course of 6 months of in-country fulltime project support with a possibility of extension based on need.

H. FEE PROPOSAL/ PRICE SCHEDULE

The consultant is expected to include in his/her proposal a lump sum fee in Maldivian Rufiyaa (MVR) for carrying out this task. The proposal, containing clear documentation on the methodology proposed and past experience, must be accompanied with detail breakdown of costs such as;

  • daily consultancy rates
  • travel and accommodation
  • cost of any other procurement of goods or services needed to be undertaken during the assignment
  • other overhead costs associated with the assignment
  • a plan of activities
  • an upto date curriculum vitae of the consultant

The consultant is expected to provide their own laptop computers and other professional support if necessary. Note: All costs associated with domestic (sea/air) travel cost only to the field will be borne by the Employer.

EOI should be submitted to the Ministry of Environment and Energy address below. All submissions will be opened at the Ministry of Environment and Energy at 1400 hours on 16th September 2015 in the presence of representative of the bidders.
