Assignment Title: Data Scientist/Analyst

The Government of the Maldives has received financing from the World Bank toward the cost of the Sustainable and Integrated Labor Services (SAILS) Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include analyzing and interpreting complex data sets to deliver actionable insights for the Ministry whilst developing and implementing effective data collection systems and strategies. The Services also include ensuring data accuracy, consistency, and integrity across data sources stemming from the Job portal and creating reports and visualizations to clearly communicate findings to the Ministry and stakeholders. Close collaboration with various government departments is also required to understand their data needs and provide solutions. The duration of the assignment is 12 months from the date of signing the contract.

The Ministry of Higher Education, Labour and Skills Development now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide a CV including information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Advanced university degree in Data Science, Statistics, Computer Science, or related field.
- Proven experience as a Data Scientist/Analyst or in a similar role.
- Proficiency in data analysis tools and techniques (e.g., SQL, Python, R).
- Experience with data visualization tools (e.g., Tableau, Power BI).
- Strong analytical and problem-solving skills.
- Excellent communication and presentation skills in both, Dhivehi and English.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the selection of Individual Consultant method set out in the Procurement Regulations.
