CONSULTANCY SERVICES FOR MONITORING AND SUPERVISION OF WATER SUPPLY AND SEWERAGE PROJECTS  

A. PURPOSE

The Government of the Republic of Maldives through the Ministry of Environment and Energy (MEE) is seeking to hire Two (02) Consulting Engineers to Monitor and Supervise the Implementation of Civil Works for the Water Supply and Sewerage Projects.

B. BACKGROUND

Maldives is a small island nation with fragile environment and scarce water resources. Its population of over 300,000 is thinly dispersed over 198 islands out of total 1192 islands, the remaining being uninhabited. There are practically no surface water sources and the limited ground water is vulnerable to saltwater intrusion. The wide and uneven distribution of population and vulnerable water resources pose many challenges for the provision of water supply and sewerage services. Rainwater harvesting and sea water desalination are widely practiced on large scale to augment water resources and meet with the increasing water demand.

C. OBJECTIVES OF ASSIGNMENT

The objective of this assignment is to regularly monitor & supervise the works implementation and assure that the works comply with the contract agreement and follows approved design, standards and regulations.

D. OVERALL RESPONSIBILITY

The overall responsibilities of the Consulting Engineer include, but are not limited to the following:

  1. Quality Assurance and Control of the Implementation Works of the Water and Sewerage Projects according to the contractual specifications, approved drawings, standards, good engineering practice and State-of-the-Art.

  2. Identify and resolve any implementation problems, issues with the guidance and in consultation of the client and contractor

E. SCOPE OF WORKS

The work of the Consultant include

  1. Conduct regular project site visits and inspect the civil works of the water supply and sewerage projects and give site specific instruction in writing using standard instruction form where necessary

  2. Develop water supply and sewerage works implementation monitoring, supervision, inspection and evaluation checklist/form

  3. Review and evaluation of water and sewerage detailed design  and engineering drawings and reports and give recommendation and suggestions in writing to head of Water and Sanitation Department

  4. Give (on the job training) training to at least two (02) staff from the sector on supervision, monitoring and evaluation of water supply and sewerage designs

  5. Develop the Quality Control and Quality Assurance Plan and checklist to ensure that the structures are built and equipment installed in conformity with the contractual specifications, approved drawings, standards, good engineering practice and State-of-the-Art, including quality assurance of all materials used.

  6. Supervise the acceptance tests and prepare the Completion Certificate and the Temporary Acceptance Certificate. The acceptance tests shall be conducted by the Contractor as instructed by the Consulting engineer.

  7. Review and Identify essential items that are required to be included in the Handover Reports which will be based on the record maintained during construction design and work supervision phase.

  8. Check and inspect the electromechanical equipment and devices and make sure these are installed according to manufacturer’s instruction and guidelines. Prepare reports on each of the inspection carried out

  9. Carry out random tests and prepare reports on key electromechanical installations and devices through the contractor or site engineer to make sure these installations are properly functioning..

  10. Review Operation and Maintenance Manuals based on the information and booklets received from the Contractors, Manufacturers, Suppliers and his own experience, the Consultant will provide advice regarding the Operation and Maintenance Manuals submitted by the Contractor.

  11. Assist in the review and approval of replacement or alternative materials during the contract period.

  12. Undertake other technical tasks as and when required by the MEE

F.  QUALIFICATIONS AND EXPERIENCE

To be eligible for the position the individual is expected to demonstrate the following:

  • Minimum undergraduate degree in Civil Engineering and/or  Environmental Engineering

  • Minimum five (05) years general experience with three (03) of specific experience in civil work supervision and monitoring.

  • Sound knowledge and practical experience in computer aided design software such as AutoCAD/ applications will be an added advantage.

  • Should be fluent in English both spoken and writing with proven communication and, presentation and negotiation skills

  • Work Experience in Maldives in the area of water supply and sewerage design, implementation and project management will be an added advantage.

The successful individual must be willing to work for extended periods without direct supervision and travel routinely to project islands The short-listed candidate will be requested to participate in personal interviews and submit the names and contact details of personal referees who can attest their ability.

The successful candidate must understand the objectives and delivery mechanisms of the projects portfolio. He/she must be willing to work in a team, be flexible to emerging or changing conditions, and undertake initiative in his/her broad field of actions.

G. REPORTING OBLIGATIONS AND DELIVERABLES

  1. Report directly to the head of Water and Sewerage Department or Permanent Secretary throughout the duration of the contract unless otherwise advised by the Client.

  2. The consulting Engineer  is expected to report to work on week days between 0800 – 1600 hours other than public holidays and provide services to the Client for an average of 40 hours a week. Remuneration for less than 8 hours work per day will be on a pro-rate basis.

  3. The consulting Engineer  is required to submit a Monthly report latest by 28th of each calendar month in a format agreed with MEE representative. At the end of each quarter a consolidated report (Quarterly Report) summarizing the activities including training conducted of the months preceding shall be submitted to head of the water and sewerage department.

  4. The Consultant is required to report to work in official attire.   

  1. Schedule and Plan of field visits and get it endorsed by Head of Department – within 7 days of signing the service contract agreement.

  2. Develop,  Quality Control and Quality Assurance Plan for Water and Sewerage Projects within first 4 weeks of signing the contract agreement

  3. Develop, Guideline/Instructions to the Contractor for Acceptance Tests, Completion or Temporary Acceptance Certificates within the first 4 weeks of signing the contract agreement

  4. Develop, Guideline for Hand Over Process 

  5. Field Visit Reports – Submitted no later than 7 days after each field visit.

  1. Develop water supply and sewerage works implementation monitoring, supervision, inspection and evaluation checklist, guidelines and forms within first 2 weeks of signing the contract agreement

H.  SCHEDULE FOR THE ASSIGNMENT

Duration of the assignment is 24 months from the commencement of the works with potential extension based on performance and need.

I.  SERVICES AND FACILITIES TO BE PROVIDED BY THE CLIENT

  1. Office space and other facilities such as computers will be provided as required.

  2. Local transport for official travel between Male’, inter-Atolls and inter-islands and food and accommodation for the trips will be provided.

  3. Leave Entitlement

Unplanned Leave: The Consultant may take up to ten (10) working days of paid leave per annum or pro rata as may be agreed by the client for medical reasons or emergencies. If the duration is more than two consecutive days, a medical certificate specifying the nature of the consultant's illness and recommended duration of leave issued by a licensed medical practitioner must be submitted on the first day back at work.

Planned Leave: The consultant may take up to twenty (20) working days of paid leave per annum or pro rata as may be agreed by the Client.

Unpaid Leave: The Consultant will not be paid for any leave(s) that exceed the maximum allowed and the Client may terminate the contract if it exceeds more than twenty (20) working days.

Successful individual will be paid an all-inclusive monthly fee in the range of MVR 25,000 to MVR 30,000 depending on their qualifications and experience.
