Consultancy Services for Development of Vedio Spots on Ozone Depleting Substances 

1. INTRODUCTION

The Hydrochlorofluorocarbon (HCFC) is mainly used as a refrigerant in Maldives in the refrigeration and air-conditioning and servicing sector. It is used for servicing of equipment in the fishing, tourism and food processing industry and servicing of household/commercial refrigeration and air-conditiong units.

HCFCs are ozone depleting substances and it also contributes to Global Warming. In order to phase-out the import and use of HCFCs, Maldives has developed a Plan (HCFC Phase-out Management Plan) which has received funding from the Multilateral Fund. The HCFC Phase-out Management Plan (HPMP) will be implemented from 2010-2020 and targets to completely phase-out HCFC by 2020. One of the components of this Plan includes enhanced awareness and outreach activities to help control the growth of HCFCs, raise awareness of the degradation of the ozone layer, to provide consumers an informed choice about the energy saving and thereby the cost saving potential and about the benefit of using low ODS equipment, etc. 

The Ministry of Environment is seeking the service of a potential candidate with the required high level capacity to undertake design, produce, film and edit one video spot in Dhivehi Language with English sub-title which addresses the use of HCFCs in different sectors and its impact.

2. SCOPE OF THE ASSIGNMENT

The Ministry of Environment and Energy is seeking a consultant to design, produce, film and edit one video spot in Dhivehi language with English sub-title which addresses the use of HCFCs in different sectors in the Maldives and its impact. The video spot should advocate risks the communities (different sectors) may face due to Ozone Depleting Substances. The video spot should target a variety of audiences including students, families, civil society and public at large.

3. SPECIFIC TASKS OF THE ASSIGMENT

The successful individual will be required to design and produce the items listed under the deliverables section and execute the following activities:

• Developing a story board and script, with guidance from MEE;
• Filming of relevant footage, as appropriate;
• Recording and/or procuring of musical scores and video footage, including the securing and maintaining of copyrights for the minimum of two years;
• Sound-mixing, editing and other necessary post-production operations;
• contracting film crews and other services, as deemed appropriate;
• Acquiring film permits for shootings to be taken on required location;
• Inserting sub-titles after discussing with MEE
• Providing rough cuts to MEE.
• Submission of initial draft of video
• Making changes to first draft following guidance and comments from ministry
• Based on MEE’s approval produce final video spot in digital form

4. Key Deliverables

The consultant shall provide the following deliverables:

• Initial draft of video
• Final Video in highest quality in electronic form
