Invitation for Bids (the “IFB”) for the Development and Operation of a Floating Restaurant with a kids’ park in Addu City Hithadhoo.

Addu City Council invites eligible investors (local or foreign) to submit their interest to develop and operate a floating restaurant with a kids’ park in Addu City Hithadhoo on the land and lagoon area specified on the Map published with this IFB as Annex 1.

The Land and lagoon area allocated for the Floating Restaurant shall be leased to the Developer / Contractor for a period of 20 (Twenty) years.

The Land area allocated for the CSR component namely, the Kids’ Park shall be handed over to the Developer / Contractor completely rent free in consideration of the Developer / contractor developing and maintaining the Kids’ Park during the entire lease period.

The Developer / Contractor shall be given complete freedom to propose and specify the land and lagoon area on which they wish to develop the Floating Restaurant. This land area shall be the Lease Land.

The Lease Land shall be leased for a minimum rate of MVR 1/- (One Maldivian Rufiyaa) per square foot.

1.Interested parties may obtain further information, inspect and purchase the Bidding Documents from 04th May 2025 up to the 12th May 2025, between 09:00 am to13:00 at the following address:

2.Bidding Documents may be purchased by e-mailing the completed application form to [email protected]. The application form can be downloaded from the councils’ website www.adducity.gov.mv.

3. The price of a set of Bidding Documents for individuals or companies/partnerships registered or re-registered in the Republic of Maldives with 100% Maldivian ownership shall be MVR 15,000.00 (Maldivian Rufiyaa Fifteen Thousand) and for foreigners USD 1,000/- (United States Dollars One Thousand). Payment for the bid document is non-refundable.

4.The following shall be submitted with the application form:
a) Documentary evidence of applicants (Copy of registration certificate of the business).
b) Payment for the Bidding Documents as specified in Clause 6 of the IFB.

5.Upon payment for Bidding Documents, a receipt shall be issued which shall include the Bid Serial Number.

6.The Bidding Documents and the Bid Serial Numbers are non-transferable.

7.A pre-bid meeting to provide information for interested parties who has purchased bid documents shall be held virtually on 14th May 2025 at 10:00 hrs.  Meeting link will be shared with the parties who purchased the Bidding Document.

8.Bid Submission and Bid Opening
8.1 Bidders or their representatives must be present with sealed Bids 10 minutes before the start of the Bid opening session on 29th May 2025 at 13:00 hrs (Maldivian Time) on at Secretariat of the Addu City Council or any other venue that the Council may announce. Bids will be opened in the presence of bidders or their representatives who choose to attend the Bid Opening session.

9. Reference clock GMT+5. Bidders are strictly advised to be present 10 minutes before the set time.

10.Any changes of venue for the events pursuant to IFB Clause 6 and 7 will be announced through the print and electronic media. No further notification of the time, date and/or the venue for the events will be issued by the Addu City Council.
