The Ministry of Homeland Security and Technology (MoHST) invites qualified and interested firms to submit their Expressions of Interest (EOI) for the investment and development of a Prison Complex at K. Uthuru Thilafalhu, Malé Atoll.

This project, approved under Presidential Decree No. 2025/9 dated 1 April 2025, is a key national initiative aimed at establishing a centralised prison complex to consolidate all existing prison units into a single, purpose-built facility. The project will be implemented under a cross-subsidisation model, whereby the selected investor may propose commercially viable components to offset the capital and operational costs of the facility.

Interested firms are required to submit their EOI to the address provided below. Alternatively, submissions may be sent via email to [email protected]. All submissions must be received no later than 14:00 hrs of Sunday, 27 April 2025.

An information session will be held for parties who submit EOIs, where further details, including lagoon/island availability, project scope, and other relevant aspects of the project will be shared.
