Invitation for Bids (The “IFB”) for the development, operation and management of water and sewerage on contractor own finance at Ha.Filladhoo Tourism Zone, and development, operation and management of a Tourist Hotel on the land allocated at the Filladhoo Tourism Zone by Joint Venture with the Council.

Filladhoo Council hereby announces the investment opportunity for interested parties to undertake the Development, Operation and Management of Water and Sewerage on contractor own finance at Ha.Filladhoo Tourism Zone, and development, operation and management of Tourist Hotel on the land allocated at the filladhoo tourism zone by joint venture with council for Minimum 50 (Fifty) Years.

The Council now invites sealed Bids from eligible bidders, local and foreign for the acquisition of the leasehold rights of the above. Eligible Bidders are;

1) Companies and Partnerships registered under the Act of 2014/18 At Ministry of Economic Development.

2) Sole proprietorship’s registered under the Act of 2014/19 At Ministry of Economic Development.

3) Foreign Investments registered under the Act of 2024/11 At Ministry of Economic Development.

The Area of land for Water and Sewerage shall be granted for a period of 50 (Fifty) years and the Land shall be granted a maximum construction period of 12 (Twelve) months from the date of signing on the project agreement.

The Bidder is required to propose an amount of not less than MVR 300,000 (Three Hundred Thousands Maldivian Rufiyaa) which shall be paid to the Council as the Security Deposit of the Project.

The Bidder is required to submit a bank guarantee as a bid security amounting to MVR 1,000,000 (One Million Maldivian Rufiyaa), issued by a reputable financial institution approved by MMA or the relevant financial regulatory authority in the country of issuance.

For the Purchase of Bid Documents BID DOCUMENTS PURCHASE application form must be completed and submitted to the Council. Local registered businesses will have to pay MRF 15,000.00 (Fifteen thousand Maldivian Rufiyaa Only) for the bidding documents, while foreign entities will have to pay MRF 25,000.00(Twenty-Five thousand Maldivian Rufiyaa Only) This payment is non- refundable.

Sealed Bids must be delivered before 11:00 hrs on Thursday, 08th May 2025 to the Office of council or any other venue that the Council may announce. Bids will be opened in the presence of bidders or their representatives who choose to attend the event at 11:05 hrs on Thursday, 08th May 2025 at the office of the Council or at any other venue that the Council may announce.
