The Government of Maldives has received financing from the World Bank toward the cost of the Maldives: Enhancing Employability and Resilience of Youth (P163818) and intends to apply part of the proceeds for the following consulting services.
The Creative Economy initiative by BCC emphasizes the development and promotion of creative industries to stimulate economic growth, innovation, and cultural diversity. Maldives Expo 2025 aligns with this initiative by showcasing local products, encouraging skill development, and promoting the sustainability of local businesses. The Expo will serve as a marketplace to promote and preserve traditional crafts, foster innovation, and support the local economy. Creator Hubs serve as focal points for nurturing talent, fostering collaboration, and providing infrastructure and resources for creative professionals and businesses. BCC seeks to engage a marketing consultancy firm to strategize and execute comprehensive marketing campaigns to raise awareness, drive engagement, and promote the opportunities emerging from the Creative Economy projects, including Maldives Expo 2025.
The assignment is expected to take 12 months including time for feedback from the relevant stakeholders and is expected to start in 2024.
The Ministry of Economic Development now invites eligible consulting firms to submit Expressions of Interest (EoI) indicating their interest in providing the Services. Interested consultancy firm should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services mentioned on the detailed Terms of Reference (TOR) for the assignment.
Terms of Reference:
The terms of reference attached with the announcement will specify the scope of services and responsibilities of those interested in providing consultancy services, the responsibilities of the personnel selected for the project, and duration of the work.
The shortlisting of consultancy firm is based on the below criteria:
- Details and CVs of the consultancy team, including the lead consultant who will serve as the designated focal point.
- Evidence of past experience in marketing campaigns for creative industries, along with reference letters from previous clients.
- A marketing strategy for Maldives Expo 2025 and Creator Hubs, outlining proposed campaign strategies, media plans, and innovative ideas for promoting Maldivian craftsmanship and creative industries.
- Must be a registered Firm in the Maldives (Provide copy of the Certificate of Registration)

The attention of interested Consultancy firm is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fourth Edition November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Deadline
The expressions of interest must be delivered to the address below by regular mail, emails, no later than 1600 hrs Maldivian time on 26 December 2024.
