Assignment Title: Procurement of the services of Training Providers to Conduct Certificate Level Courses

The Government of the Maldives has received financing from the World Bank toward the cost of the Sustainable and Integrated Labor Services (SAILS) Project and intends to apply part of the proceeds for consulting services.

The services (“the Services”) include conducting a comprehensive training programs for the Certificate 3 and Certificate 4, approved by the Maldives Qualifications Authority (MQA). This program aims to enhance the skills and employability of Maldivian workers by providing them with the necessary knowledge and required practical experience. The initiative will support the Government of the Maldives’ broader goals of improving resilience and employability among the workforce, particularly focusing on women and vulnerable groups, and addressing critical gaps in the labour market, including opportunities within the green and blue economy sectors. The courses are:

  1. Advance Certificate in Environmental Management
  2. Certificate 3 in Hair & Beauty Therapy
  3. Certificate 3 in Renewable Energy Systems & Maintenance
  4. Certificate 3 in Marine Mechanic
  5. Certificate 3 in Snorkel Guiding
  6. Certificate 3 in Aquatic Recreation
  7. Certificate 3 in Guesthouse Management
  8. Basic Russian Language Course (Tourism Targeted)
  9. Basic Chinese Language Course (Tourism Targeted)

The detailed Terms of Reference (TOR) for the assignment are attached to this request for expressions of interest.

The Ministry of Higher Education, Labour and Skills Development now invites eligible training providers (“Training Providers”) to indicate their interest in providing the Services. Interested Training Providers should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Training Providers must submit expression of interest separately for each interested course.

The shortlisting criteria are:

  • Must be a duly registered training provider at the Ministry of Higher Education, Labour and Skills Development.
  • The company / firm / institution must have a minimum of 2 years of experience in conducting training.
  • Must have qualified lecturers/trainers with more than 1 years of experience in conducting same or related programmes.
  • Must have relevant equipment, tools and workshop required for Training to conduct the practical sessions of the course.
  • Proven and demonstrated knowledge of and ability to deliver high quality training and facilitating skills. Submission of the firm’s portfolio is required to assess prior works on similar trainings.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Training Providers is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Training Providers may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Training Provider will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
