Request for Expressions of Interest: Financial Management Officer

The Government of the Republic of Maldives through the Ministry of Environment and Energy (MEE) is implementing Environment Management and Climate Change related projects administered by the World Bank, and intends to apply part of the proceeds of these projects to payments under the contract for the services of a Financial Management Officer for the Project Management Unit (PMU), established within the MEE.

The objective of this assignment is to support the disbursement activities being undertaken for the projects administered by the PMU/MEE with the responsibility for ensuring compliance with the Government and World Bank guidelines on disbursement.

The qualification requirements for this possition include, among other things the following:

• Must have a Bachelor’s Degree in Accounting, Finance or Financial Management from a recognized university or obtained similar level of professional qualification.

Related training will be an added advantage;

• At least 7 years experience in the financial sector including 5 years of experience in donor funded projects having had responsibilities with a substantial content of his / her position in the financial management area.

Experience in World Bank funded projects will be preferred;

• Must be computer literate in using financial management applications status quo within the market, spreadsheets and word processor;
• Knowledge of QuickBooks will be an added advantage.
• Must be result oriented and proactive.
• Excellent written and oral English communication skills;
• Experience in preparing budgets, cash flow statements and annual financial statements is desirable;

The candidate must be willing to work for extended periods and may be expected to travel to islands within the catchment.

The Ministry of Environment and Energy now invites interested eligible individuals to submit their Expressions of Interest (EoI). Interested individuals must provide their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.) covering the Key Qualifications listed above.

A candidate will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers dated January 2011.

Successful candidate will be paid an all inclusive monthly fee of MVR 35,000 to 40,000 depending on qualification and experience. The individual for this position will be hired, initially for a period of Thirty six (36) months on fulltime basis and may be extended for a further period, based on need and performance.

Training may be provided on relevant international agencies disbursement guidelines.
