Assignment Title: Hiring a Consultant for TA to Conduct a Comprehensive Needs Assessment and Develop a Technical Requirements Specification for Implementing an SD-WAN Network for Expanding the Maldives National Computer Network

The Government of Maldives (GoM) has received financing from the World Bank toward the cost of the Digital Maldives for Adaptation, Decentralization and Diversification (D’MADD) Project, and intends to apply part of the proceeds for consulting services.

The Consulting Services (“the services”) is to: to engage an experienced and qualified firm (The Consultant) to study and develop a comprehensive needs assessment, design the SD-WAN topology and its infrastructure, finalize the hardware and software requirement to implement a SD-WAN Network across geographically dispersed locations using available internet bandwidths.

The Ministry of Climate Change, Environment and Energy (MoCCEE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) Minimum three (3) years of proven experience in information and communication technology infrastructure development projects or consultancy services related to similar assignments, (ii) Minimum of one (1) successfully completed project related to networking/ Internet services/ telecommunications and (iii) Feasibility/ need assessment study evidence on IT/ network infrastructure projects. Key Experts will not be evaluated at the shortlisting stage. However, Firms are required to clearly state the proposed position for each Key expert proposed.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth Edition dated September 2023 (Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the Procurement Regulations.
