Installation of 12.5 MWp Grid-tied Solar Photovoltaic Systems in Selected Islands in the Republic of Maldives, under Design, Build, Finance, Own, Operate, Maintain and Transfer Basis

 1. The Government of Maldives, with support from Asian Development Bank (ADB), has proposed to implement Accelerating Sustainable System Development Using Renewable Energy (ASSURE) Project which will support capital intense investments to support renewable energy development. To complement this project, the Government of Maldives is undertaking a project which will install 12.5MWp solar PV systems in selected islands of the Maldives.

2. The Ministry of Finance, on behalf of Ministry of Climate Change, Environment and Energy (“the Employer”) invites sealed bids from eligible Bidders for the Installation of 12.5 MWp Grid-tied Solar Photovoltaic Systems in Selected Islands in the Republic of Maldives, under Design, Build, Finance, Own, Operate, Maintain and Transfer Basis.

3. International Competitive Bidding (ICB) will be conducted in accordance with the Public Finance Regulations (2023/R-158) of the Republic of Maldives.

6. Interested Bidders shall register with the Ministry of Finance, from 6^th March 2024 to 2nd July 2024 by:

a)      payment of a non-refundable Registration fee of MVR 3,000.00 (Maldivian Rufiyaa Three Thousand) or USD 200.00 (United States Dollar Two Hundred), through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/), or by electronic transfer to a designated bank account, information of which can be requested through email to above given email addresses, and;

b)      Once the payment has been confirmed, the Bidder shall be registered upon submitting in person or by electronic mail, the following information:

• Name and Address of the Bidder
• Name, Email address and contact number of the Contact Person(s)
• Copy of the Payment/Transaction Receipt.

7. A complete set of Bidding documents and related documentation shall be made available to all registered bidders via an Online Data Room (ODR). Registered bidders will need to sign a Non-Disclosure Agreement in order to obtain access to ODR.

8. A pre-bid meeting will be held online on 1100 hours Maldives Time on 27^th March 2024, details of which will be provided to all registered Bidders. Any clarifications to the project may be sent to the email addresses above within time as per ITB 5.4 (b) of Bidding Document.

9. The Bidder shall furnish a bid security/bond which shall be valid for 180 days from the due date and in the amount of: USD 240,000.00 (United States Dollar Two Hundred and Forty Thousand) or equivalent in Maldivian Rufiyaa.

10. Deliver your bid:

• on or before 1100 hours Maldives Time on 4^th July 2024
• together with bid security as described in the Bidding Document

Late bids will be rejected.
