1.     The Government of the Republic of Maldives (GOM) has received financing from the Asian Development Bank (ADB) toward the cost of Responsive COVID-19 Vaccination for Recovery Project under ADB’s Asia Pacific Vaccine Access Facility (APVAX), and it intends to apply part of the proceeds of this financing to payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

2.     The Ministry of Health (“the Purchaser”) invites sealed bids from eligible Bidders for the supply and delivery of land vehicles for transportation of vaccines (One van).

3.     Open competitive bidding will be conducted in accordance with ADB’s Single-Stage: One-Envelope procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

4.     Only eligible Bidders who meets the requirements defined in the Bidding Document may participate in this bidding;

• Successful completion as main supplier within the last 5 years, of at least 2 contracts each valued at MVR 1.04 million with nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).

• Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three (3) years to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.

• The Bidder shall demonstrate that the goods offered have been in production for at least three (3) years, and been sold a minimum of 4 units over the last five (5) years, and been in operation for a minimum of two (2) years.
• Minimum average annual turnover of $160,000 or MVR 2.6 million calculated as total payments received by the Bidder for contracts completed or under execution over the last three (3) years.
