REQUEST FOR EXPRESSION OF INTEREST

CONSULTING SERVICES – FIRMS SELECTION

The Government of Maldives has received financing from the World Bank toward the cost of the Maldives; Atolls Education Development Project (AEDP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) includes Consultancy Firm to Provide Consultancy in Capacity Building of QAD for item Development and Related Factors for Upcoming NALOs. The assignment is to be for 03 months.

The Ministry of Education now invites eligible consulting firm (“Consultants”) to indicate their interest in providing the Services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 Interested consultancy firm should submit following documents (Mandatory documents):

1. Letter of expression of interest.

2. A valid legal registration.

3. Company profile – (Minimum 5 – 10 Pages).

4. CVs of the proposed team members.

• Team should have a key staff (Qualification: at least a postgraduate degree (Master’s or above) in Education Leadership and Management or related field of study.
• A staff for each subject mentioned (Qualification: Bachelor’s Degree in the subject area).
• 2 staff with at least a Master’s Degree in Assessment and Evaluation OR Statistics, OR in a related field.

5. Evidence of institute capacity to meet the following requirements. 

• Training firm/centre/institute/company had at least two (2) similar or related projects completed successfully.
• Training firm/centre/institute/company has professional experience and a reputable track record item development and conducting large scale assessments.

 Technical proposal and key staffs will not be evaluated at the firm shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant’s Qualification-Based Selection (CQS) method set out in the Procurement Regulations.
