INVITATION FOR BIDS

Installation of 20 MWp Grid-tied Solar Photovoltaic Systems in Selected Islands in the Republic of Maldives, under Design, Build, Finance, Own, Operate, Maintain and Transfer Basis

1. The Government of Maldives, with support from Asian Development Bank (ADB), has proposed to implement Accelerating Sustainable System Development Using Renewable Energy (ASSURE) Project which will support capital intense investments (Battery Energy Storage, Grid Upgrades and Energy Management Systems) to support renewable energy development. To complement this project, the Government of Maldives is undertaking a project which will install 20MWp solar PV systems in 20 inhabited islands of the Maldives under Public-Private Partnership model.

2. The Ministry of Finance, on behalf of Ministry of Environment, Climate Change and Technology (“the Employer”) invites sealed bids from eligible Bidders for the Installation of 20 MWp Grid-tied Solar Photovoltaic Systems in Selected Islands in the Republic of Maldives, under Design, Build, Finance, Own, Operate, Maintain and Transfer Basis – Public-Private Partnership.

3. International Competitive Bidding (ICB) will be conducted in accordance with the Public Finance Regulations of the Republic of Maldives.

6. Interested Bidders shall register with the Ministry of Finance, from 14^th May 2023 to 26^th September 2023 by:

a)      payment of a non-refundable Registration fee of MVR 3,000.00 (Maldivian Rufiyaa Three Thousand) or USD 200.00 (United States Dollar Two Hundred), through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/), or by electronic transfer to a designated bank account, information of which can be requested through email to above given email addresses, and;

b)      Once the payment has been confirmed, the Bidder shall be registered upon submitting in person or by electronic mail, the following information:

• Name and Address of the Bidder
• Name, Email address and contact number of the Contact Person(s)
• Copy of the Payment/Transaction Receipt.

7. A complete set of Bidding documents and related documentation shall be made available to all registered bidders via an Online Data Room (ODR). Registered bidders will need to sign a Non-Disclosure Agreement in order to obtain access to ODR.

8. The Bidder shall furnish a bid security/bond which shall be valid for 180 days from the due date and in the amount of: USD 500,000.00 (United States Dollar Five Hundred Thousand) or equivalent in Maldivian Rufiyaa.

9. Deliver your bid:

• to the address above
• on or before 1100 hours Maldivian Time on 02^nd October 2023
• together with bid security as described in the Bidding Document

Late bids will be rejected.
