Assignment Title:Consultancy Services for construction supervision of cold storage and associated ancillary facilities

1. The Government of Maldives has received financing from the Saudi Fund for Development (SFD) toward the development of new cold storage facilities and expansion of existing cold storage facilities, and intends to apply part of the proceeds for consulting services,

2. The consulting services (“the Services'') includes (i) review and approval of construction designs; (ii) construction supervision and supervision of project activities following the contract signing date of the projects. The assignment completion period is 30 months after the contract signing date.

3. The consultancy will be carried out as an International Competitive Bidding (ICB) and a 10% of margin of preference will be given for Maldivian and Saudi joint venture bidders.

5. The Ministry of Finance (MoF) on behalf of the Ministry of Fisheries, Marine Resources and Agriculture (“the Employer”), now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) A minimum of 10 year general experience,  (ii)Experience in cold storage and refrigeration complex design and supervising consultancy projects with similar scope, (iii) Experience in consultancy for power generation and distribution (iv) Experience in working in small islands, (v) Availability of Key Experts. Key Experts will not be evaluated at the shortlisting stage.

6. Consultants may form joint ventures with other firms to enhance their qualifications. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

7. A consultant will be selected in accordance with the guidelines for the Procurement of Goods and Contracting for the Execution of Works and the Use of Consultants of the Development Institutions Members of the Coordination Group.
