Assignment Title:Consultancy Service for the Development of Stormwater Management Masterplans for Male’ City and Hulhumale’ and Development of a Digital Elevation Model for Male’ City

1. The Government of Maldives has received financing from the World Bank toward the cost of the Maldives Urban Development and Resilient Project (163957), and intends to apply part of the proceeds for consulting services.
2. The consulting services (‘the Services”) includes to develop stormwater management masterplans for Malé and Hulhumalé cities to alleviate the flooding that is presently taking place in the referred areas. In carrying out the primary objective, the consultant is also required to construct a Digital Elevation Model (DEM) for Male’ city to observe how stormwater will impact new developments in the city and highlight which areas are susceptible to flooding. Completion period is 09 months after the contract signing date.
3. The Ministry of Finance on behalf of Ministry National Planning, Housing and Infrastructure (MNPHI) wishes to invites eligible consulting firms (‘Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i)A minimum of 10 years general experience in related field, (ii)A minimum of 05 years particular experience in designing storm water master plan (iii) A minimum of 05 years’ experience in developing Digital Elevation Model (DEM) (v)Experience in Capacity Building. (vi) Experience in working in small islands. Availability of key Experts. Key Experts will not be evaluated at the shortlisting stage. Proposers are required to state the key expert assigned to each key position mentioned in the TOR.
4. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the, World Bank Procurement Regulations for the IPF Borrowers-Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services, July 2016 Revised November 2017 and August 2018. (“Procurement Regulations”), setting forth the World Bank's policy on conflict of interest.
5. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
6. A Consultant will be selected in accordance with the Quality and Cost-based Selection. (QCBS) method set out in the Procurement Regulations.
