INVITATION FOR BIDS
1. The Government of the Republic of Maldives has applied for financing from The Kuwait Fund for Arab Economic Development (KFAED) towards the cost of Strengthening of Health Sector Project, and intends to apply part of the proceeds for the payments under the construction of the following hospitals.

2. The Ministry of Finance (MoF) on behalf of the Ministry of Health, wishes to annul the bidding process on invitation for Bids Ref (IUL)13-K/13/2022/153 (5th April 2022) and re-invites sealed Bids from eligible and qualified bidders for the above projects.
3. Following guidelines and policies shall be applicable for these procurements
- “Construction Industry Contractor’s Regulation” by Ministry of National Planning Housing and Infrastructure
- Capping Policy (Policy Number: 2022/G-18) published by Ministry of Finance
- “Foreign Direct Investment Policy” by Ministry of Economic Development
4. International Competitive Bidding (ICB) will be conducted in accordance with the Public Finance Regulation of Maldives. Qualifications requirements are stated in the Bidding Document.
5. nterested bidders shall registerwith the Ministry of Finance for this project from8th November 2022 to 5th December 2022 between 0800hrs and 1400hrs by : (a) payment of a non-refundable Registration fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand and Five Hundred) or USD 100.00, through our online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/) or by electronic transfer to a designated bank account, information of which can be requested through email to email addresses in Clause 10. of this Invitation for Bids; and (b) e-mailing the following information to the e-mail addresses in Clause 10. of this Invitation for Bids
- Name and Address of the Bidder
- Name, e-mail ID and telephone numbers of the Contact Person(s)
- Copy of the Payment/Transaction Receipt.
6. A complete set of bidding documents and related documentation is available from 8th November 2022 on Ministry of Finance website www.finance.gov.mv for downloading free of cost. The Employer shall not be liable for any information not received by the Bidder. It is the Bidder’s responsibility to verify the website for the latest information related to this Bid.
7. Interested eligible Bidders may obtain further information by writing to the Ministry of Finance at the address in Clause 10 or by writing to the email addresses in Clause 10 of this Invitation for Bids on or before 1300 Hours Maldivian time on 21st November 2022.
8. The Bidder shall furnish a Bid Security for each of the project for the amount specified in clause 1 of this Invitation. The Bid Security shall be valid for 28 days beyond the validity of the Bid.
9. Bids shall be valid for a period of 120 days from the date of bid opening and shall be delivered to the Ministry of Finance at the address specified in the Clause 10 of this Invitation for Bids, on or before 13:00hrs, Maldivian time on 7th December 2022 at which time they will be opened in the presence of the Bidders who wish to attend the bid opening. Late bids will be rejected.
