INVITATION FOR EXPRESSION OF INTEREST

PROJECT COORDINATOR - Design and Construction Project for Water Supply Facilities in 4 (Four) Islands and Sewerage Facilities in 05 (Five) Islands

1. The Government of the Republic of Maldives has received financing from the the OPEC Fund for International Development (OFID), and is seeking to hire a Project Coordinator (PC) for coordinating the Design and Construction Project for Water Supply facilities in 04 islands in Maldives (B. Thulhaadhoo, N. Velidhoo, R. Hulhudhuhfaaru, Ga. Kolamaafushi) and Sewerage Facilities in 05 islands in Maldives (B. Thulhaadhoo, N. Velidhoo, R. Hulhudhuhfaaru, Ga. Kolamaafushi, Gdh. Gahdhoo).

2. Duties and Accountabilities

The work of the Project Coordinator will include the following tasks, among others:

  1. Assume operational management of the projects in line with their respective Project Financing Agreements, Project Appraisal Documents and Operational manuals;
  2. Coordinate the activities of the Project management staffs in handling the project activities to ensure the timely delivery of services to the Projects;
  3. Visit project sites periodically and report back on the status of onsite activities to the management.
  4. Ensure that Projects Team members carryout tasks outlined in their ToR, Action plans in a timely manner, conduct staff appraisal and provide feedback;
  5. Ensure all processes and procedures detailed in the operations manuals are fully implemented and complied with;
  6. Liaise with Project stakeholders, Advisors, and Coordinators to ensure timely and coordinated implementation of Projects activities and relevant stakeholder activities;
  7. Ensure that guidance and direction provided by the Steering and Technical committees are incorporated into the relevant Project components;
  8. Ensure the Projects are developed in line with Government policies, donor requirements,  and safeguard requirements are complied with;
  9. Ensure information, reports (such as the progress reports, Quarterly reports etc.) and other documentation requested by the Project Director/Project Manager for review and/or for presentation are provided in a timely manner;
  10. Ensure all relevant information, documents, financial and technical reports are made available for review during review missions, by independent reviewers and/or review by other relevant Authorities of Government of Maldives.
  11. Manage and monitor the project risks initially identified, raise any new risks/issues to the authorities for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log;
  12. Ensure project funds are managed properly in accordance with project management procedures, adhere to Donor loan covenants and  monitor financial resources/accounts to ensure accuracy and reliability of reports;
  13. Prepare and review project activities and financial plans.
  14. Undertake other technical tasks as and when required by the Ministry of Environment and Energy.

4. Selection Criteria

The applicant should possess following educational background and experience.

  1. Minimum graduate qualification in Business Administration/Management, Engineering, Environmental science or related fields.
  2. At least five (5) years general experience including three (3) years of experience in donor assisted development projects; with substantial management/supervisory responsibilities in donor assisted development projects.
  3. Work experience in civil engineering will be an added advantage.
  4. Work experience in delivery of water and sanitation sector projects in the will be an added advantage.
  5. Sound understanding of principles underlying good procurement practices and international agencies’ procurement guidelines; understanding of Government’s procurement Regulations/Act; analytical capability in identifying and resolving procurement issues would be an advantage.
  6. Knowledge and understanding of technical, commercial and legal aspects of procurement of the Donor- financed projects would be an advantage.
  7. In additional to the above the Project Coordinator’s reputation of integrity and impartiality routed in independent from third parties shall be considered.
  8. Strong leadership, management and communication skills in presenting, discussing and resolving difficult issues and have ability to work efficiently and effectively with a multidisciplinary team.
  9. The successful candidate must be willing to work for extended periods without direct supervision and will be expected to travel routinely to islands within the catchment.
  10. The short-listed candidate will be requested to participate in personal interviews and submit the names and contact details of personal referees who can attest to their ability.
  11. The successful candidate must understand the objectives and delivery mechanisms of the projects portfolio. He/she must be willing to work in a team, be flexible to emerging or changing conditions, and undertake initiative in his/her broad field of actions.

The Ministry of Environment and Energy, now invites interested eligible Individuals National Candidates to submit their Expression of Interest (EOI).The submission should include the following set of documentation.

1. Letter of Expression of Interest (EOI) 

2. A brief summary that demonstrates that the applicant is qualified to perform the services (including description of similar assignments, experience in similar conditions, availability of appropriate skills etc,)

3. Copy of National Identification Card

4. Attested copies of Educational Certificates (copies taken from with accredited original certificates)

5. No Objection to Work in Projects Letter (As per the template attached with TOR)

Salary:  Monthly remuneration from the project will be up to MVR 30,000.00 based on the education qualification and experience.

Duration: 24 Months from the commencement of the consultancy with potential extension based on performance and need.
