Invitation for Bids

Design& Consultancy for Multi Story Commercial Building

1. State Electric Company Ltd (STELCO) invites sealed Bids from interested and eligible Bidders for the above mentioned tender. This Invitation for Bid is open for both local and international Bidders.

2. A complete set of Bidding Documents may be purchased by interested and eligible Bidders from STELCO’s head office in Male’, from 14^th September 2014to30^th September 2014 between 09:00 hrs to 16:00 hrs on all working days, upon payment of a non-refundable fee of US$200.00 (United States Dollars Two Hundred only) or MVR 3,000.00 in (Three Thousand Maldivian Rufiyaa only) in cash or telegraphic transfer directly to our head office. Overseas Bidders shall pay additional US$50.00 (United States Dollars Fifty only) if they require the documents to be delivered to their mailing address. Documents shall be issued from 21^th September 2014to30^th September 2014 between 09:00 hrs to 16:00 hrs on all working days.

• Only Bidders who purchase the Bidding document can participate and thus the document is not transferable.

3. The Bid Validity shall be minimum Sixty (60) days from the date of Bid opening. All Bids shall be accompanied with a Bid Security of US$1,250.00 (United States Dollars One Thousand Two Hundred and Fifty only) or MVR 20,000.00 (Twenty Thousand Maldivian Rufiyaa only) which is valid for Thirty (30) days beyond the validity of the bid. The Performance Security shall be 15% of the Bid Price. Bid Security and Performance Security shall be either a bank guarantee letter (as per the format in the bid document), bank certified cheque or bank draft.

4. A pre-bid meeting shall be held on Wednesday, 15^th October 2014 at 14:00 hrs. local time at STELCO Head Office, 2^nd Floor meeting room.

5. All Bids shall reach STELCO head office on or before Thursday, 30^th October 2014, at 14:00 hrs.

6. The bids shall be submitted in two sealed envelopes (one for the Technical Qualification and other for financial Proposal) labelled with bidder’s name, address and telephone number and marked as below:

• STELCO shall not be liablefor the misplacement or premature opening for the unlabelled sealed Bids.

7. Bids received after the due date and time stated above will not be accepted. The bidder shall submit the whole bid document. Any incomplete document will be disqualified. Bidders shall submit the bid document to STELCO head office (2nd floor meeting room) on the day and time of the bid opening. Bidders are responsible to deliver their bid documents to the designated place and time.

8. Bids shall be opened on Thursday, 30^th October 2014, at 14:00 hrs, at STELCO Head Office, 2^nd Floor meeting room, in the presence of those Bidders or Bidder’s representatives who wish to attend the session.

9.    - Important Note: It is in STELCO’s discretion to reject/cancel any bid which does not fulfil or comply the above terms, at anytime during the bid evaluation process. Also it is in STELCO’s discretion to cancel this invitation to bid at any time.
