REQUEST FOR BIDS WORKS

(without prequalification)

(Project Number: TES/2022/W-038)

1. The Government of the Republic of Maldiveshas received financing from the World Bank toward the cost of the Accelerating Renewable Energy Integration and Sustainable Energy (ARISE) Project and intends to apply part of the proceeds toward payments under the following contracts: 

Grid-Upgrading in Selected Islands in the Maldives

Lot One: Grid-Upgrading in Addu City mainland, Addu City Hulhumeedhoo, Fuvamulah City, and GDh. Thinadhoo.

Lot Two: Grid-Upgrading in B. Eydhafushi, Lh. Hinnavaru, Kulhudhuffushi City.

Lot Three: Grid-Upgrading in L. Fonadhoo, interconnected network of L. Isdhoo, Kalaidhoo and Dhanbidhoo, L. Maabaidhoo, L. Kunahandhoo, L. Hithadhoo and Sh. Funadhoo.

2. The Ministry of Finance, on behalf of Ministry of Environment, Climate Change and Technology (the Employer) now invites sealed Bids from eligible Bidders for the above Bids. The works related to this Bid is for delivering grid infrastructure works to support grid modernization, and the connection and integration of solar PV in the network on fifteen (15) islands in the above three (3) lots. Further details are available in Section VII – Works’ Requirement of the Bidding Document.

3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers - Procurement in Investment Projects Financing” dated July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may register with the Ministry of Finance for the project, from March 16, 2022 to May 30, 2022, between 0800hrs and 1400hrs on all working days (During Ramazan: 9:30hrs to 13:00 hrs)  by: (a) payment of a non-refundable Registration Fee of MVR 1,500.00 (Maldivian Rufiyaa One Thousand and Five Hundred) or USD 100.00 (United States Dollars One Hundred), through the online payment portal - Ban'deyri Pay (https://bandeyripay.finance.gov.mv/) or by electronic transfer to a designated bank account, information of which can be requested through email to email addresses in Clause 9. of this request; and (b) e-mailing the following information to the e-mail addresses in Clause 9. of this request:

• Name and Address of the Bidder;
• Name, e-mail ID and telephone numbers of the Contact Person(s); and
• Copy of the Payment/Transaction Receipt.

5. A complete set of the Bidding Document and related documentation is available from 16^th March 2022  on the Ministry of Finance website www.finance.gov.mv/tenders for downloading. The Employer shall not be held liable for any information not received by the Bidder, and it is the Bidder’s responsibility to verify the website for the latest information related to this request.

6. Interested eligible Bidders may obtain further information by writing to the Ministry of Finance at the address in Clause 9. or by writing to the email addresses in Clause 9. of this request.

7. All Bids must be accompanied by a Bid Security. The value of bid security for separate lots are as follows:

Lot One: USD 300,000.00

Lot Two: USD 90,000.00

Lot Three: USD 100,000.00

8. Bids must be delivered to the address in Clause 9. below on or before June 1, 2022 at 01:00 PM Male’ Time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below in Clause 9. on June 1, 2022 at 01:00 PM Male’ Time.
