INFORMATION COMMUNICATION TECHNOLOGY (ICT) CONSULTANT (NATIONAL)

 

The Government of Maldives (GoM) has received a credit from the International Development Association (IDA) towards the cost of the Maldives Public Financial Management Systems Strengthening Project (PSSP), and part of the proceeds of this credit is being used towards payments under the contract for Information Communication Technology (ICT) Consultant for SAP (Local) for the PSSP implemented by the Ministry of Finance (MoF).

 

The consulting services (“the Services”) include achieving Ministry of Finance (MoF) objectives relating to enhance budget credibility, transparency, and financial reporting of central government finances. This consultancy is expected to commence in November 2021. The assignment is anticipated to be completed within a period of 9 months.

The Ministry of Finance now invites eligible individual consultants to indicate their interest in providing the Services. Interested Consultants should provide a CV including information that demonstrates that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 

  1. Minimum 3 years Frontend Development experience
  2. Minimum 3 years experience in Web Application Development
  3. Worked in at least 4 major web application development projects in the past 3 years
    Minimum Bachelor’s Degree or higher in Software engineering.
  4. Experience in web development using both Dhivehi and English language
  5. In-depth knowledge in HTML, CSS, PHP(Laravel), JavaScript, JQuery , AJAX, Apache Server, SQL, MySQL, Bootstrap and other relevant open source web development tools
  6. In-depth Knowledge  in Web Services
  7. In-depth Knowledge in Database design and development
  8. Solid understanding and experience in HTML5/CSS/JavaScript
  9. Experience working with modern UI frameworks like React, Angular or VueJS
  10. Familiar with Source Control (Git or TFS)
  11. Strong background in industry best practices and modern design patterns
  12. Strong programming background with knowledge in modular based programming and use of emerging trends.
  13. Good graphics skills and knowledge in UI design to improve usability
  14. Knowledge in full software development cycle including project formulating, version control and maintenance after deployment
  15. Project Management Skills – Good planning, scheduling, and analytic skills
  16. Preferences would be given to individuals with demonstrated skills in implementing unit testing and integration testing
  17. Experience in Automation testing

The individual will be selected based on the qualification and experience, in accordance with the procedures set out in the 'The World Bank Procurement Regulations for IPF Borrowers- Procurement in Investment Project Financing- Goods, Works, Non-Consulting and Consulting Services, July 2016, Revised November 2017' as per the Financing Agreement of the project.

 

Successful candidate will be paid an all-inclusive monthly fee by the project in the range of MVR 22,000.00 – 25,300.00, depending on qualification and experience.
