Assignment Title: Consultancy Firm to Develop and Review National Competency Standards and Instructional Materials for Tourism Related Construction Sector.

The Government of Maldives has received financing from the World Bank toward the cost of the Maldives: Enhancing Employability and Resilience of Youth (MEERY) Project and intends to apply part of the proceeds for consulting services.

 

The announcement published on 11th March 2021, (IUL) 475-PMU/475/2021/98 has been cancelled due to inadequate application and new invitation for EOI is open for interested Firms.  

 

The consulting services (“the Services”) includes the Develop and Review National Competency Standards and Instructional Materials for Tourism Related Construction Sector. The assignment requires minimum 6 key staffs and is to be for 8 months’ duration.

 

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

 

The Ministry of Higher Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 

  • Must have 5 or more years of experience in curriculum development.
  • Must have experience in the development of competency standards and points will be given based on the following criteria:
    • Less than 5 competency standards: 25% of the allocated points,
    • 6 to 10 competency standards: 50% of the allocated points,
    • Over 11 competency standards: 100% of the allocated points

 

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A Consultant will be selected in accordance with the Consultant’s Qualification-Based Selection (CQS) method set out in the Procurement Regulations.
