REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – FIRMS SELECTION)

Assignment Title: Consultancy to Develop E-Learning Platform for Maldives Polytechnic.

The Government of Maldives has received financing from the World Bank toward the cost of the Maldives: Enhancing Employability and Resilience of Youth (MEERY) Project and intends to apply part of the proceeds for consulting services.

 

The consulting services (“the Services”) includes “Consultancy to Develop E-Learning Platform for Maldives Polytechnic”. The assignment requires minimum 3 key staffs and is to be for 6 months’ duration.

 

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

 

The Ministry of Higher Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 

*Firm Qualification:

  • 3 years or more experience in development of eLearning systems.
  • 3 years or more experience in management of eLearning systems.

 

*Key Staff 1:

Key    Staff: Developers

Number Required: Minimum 2

Qualification: Master’s/Bachelor’s Degree in Programming, Software Development, Information Communications Technology, Information Systems Management, Computer Science or a related field.

Experience:

  • Participation in or completion of 2 or more successful e-learning platform development project or other relevant projects.
  • 3 years of experience in development or management of e-learning systems.

Additional experience:

  • Demonstrate experience in ICT planning, computer systems analysis and design

 

 

*Key Staff 2.

Key    Staff: Educational Technologists

Number Required: Minimum One

Qualification: Master’s/Bachelor’s Degree in Educational Technology, ICT in Education, eLearning or related field.

Experience:

  • Designing and Developing eLearning content
  •  Transforming traditional content into eLearning platforms
  •  Using eLearning platforms for delivering Online
  •  Demonstrate skills in design, development and digitizing of course content for online consumption.

Additional experience:

  • Experience in curriculum design and course development.

 

Only shortlisted firms will be invited to submit the Work Plan and Financial Proposal.

 

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, Revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
