INVITATION FOR BIDS
(HCFC Bid 2021)
The Government of the Republic of Maldives is a Party to the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer. In accordance with the decisions of the Parties to the Montreal Protocol related HCFCs (in particular Decision XIX/6), Maldives has to phase-out HCFC by 2020, with the exception of a servicing tail that is allocated from 2020 until 2025. It has been decided that the national annual import quota of HCFCs for the year 2021 will be combined with the import quota of the year 2022 resulting in a total of 3.36 metric tons.
In order to effectively control and manage the HCFCs imported to the Maldives, the government advertised (advertisement number (IUL) 438-ENV/438/2021/11 (20 January 2021)) to award the HCFCs import rights for the combined years of 2021 and 2022, however due to no response, The Ministry has decided to re-advertise and invites sealed bids from eligible and qualified bidders for this project. Interested eligible bidders must provide information that demonstrates their ability to import, storage, sales and distribution of HCFCs in the Maldives (company profile, experience in the area of importation, handling and managing of refrigerants etc.), in accordance with the bidding document. The selected Party/Parties will be required to import HCFCs to the Maldives to meet the demands but within the annual import quota for the year 2021 and 2022, sales and distribution of HCFCs in accordance with an agreed approval process.

Bid Validity and Bid Opening
Bids shall be valid for a period of 60 calendar days from the date of bid opening and shall be submitted to the Ministry of Environment at the address given below, before 10:00 AM Maldivian Time on 18th March 2021. Late bids will be rejected.
The bids will be opened at 10:00 AM on 18th March 2021 in the presence of the bidders or their representatives, who wish to attend the bid opening.
