Objectives of assignment

The objectives of this assignment is to provide project management, technical and engineering inputs for projects activities specifically in the establishment of water and wastewater projects managed by MWSC, in accordance with terms and condition of the contracts, projects documents and as per the standards, rules and regulations of MWSC, under general direction of General Manager Engineering, Project Manager/s and in collaboration with MWSC Engineering division teams and stake holder agencies to ensure all implementation arrangements of the assigned projects are carried out smoothly and on time.

General Functions and Scope of work

The overall responsibility/ functions and scope of the supervision consultant include, but not limited to

• Technical coordination of project activities related to water and waste water projects managed and carried out by MWSC
• Assist in Tendering and subcontract works
• Participate and construction oversight activities of the projects
• Manage, monitor and evaluate works related to projects
• Act as the representative of MWSC within the specified scope
• Train, manage and provide guidance to MWSC project teams.
• The consultant shall undertake full administration of the contract(s), sub contracts, assigned projects and supervise the work of MWSC project team and subcontractors assuming the role of “Engineer” as defined in the FIDIC Condition of contracts for FIDIC Conditions of Contract for Plant and Design-Build Contract First Edition (1999 Yellow Book) for Design and Build Contracts and FIDIC Conditions of Contract for Construction (1999 Red Book) for Construction Contracts.
• Supervision of client requirements as per the contracts between MWSC and clients and sub-contractors works for compliance with specifications, design, review and approvals of subcontractors submittals, tracking actual progress against the required progress, certification of contractors invoices.
• Assist MWSC in procurement and tendering process of sub contracts and ensure process follows client and MWSC requirements and guidelines.
• Review client contracts, Prepare/review progress reports and other subsequent reports to the client
• Review detail designs of the projects to ensure that is provides the product required and to verify that correct engineering practices were used in the design and ensure that designs meet the needs and standards required.
• Where appropriate, prepare/review shop drawings and/ or approve shop drawings from sub contractors before start of the work.
• Assist in obtaining all legally required permits and approvals for the project tasks. Check if the same are being full filled by subcontractors.
• Supervise construction activities of the projects and be responsible for overall quality of the construction
• Act as the representative of MWSC on the site and coordinate the project. Monitor day to day work progress of the projects and keep records/logs and reports of the projects
• Arrange meetings with clients and sub-contractors as required and solve problems arising during design and construction in consultation with General Manager and project managers.
• Prepare safety plan, environmental plan quality control and assurance plans to ensure the conformity of with contractual specifications, approved drawings, standards, good engineering practices and state- of the art.
• The consultant shall be the representative of MWSC and shall perform all tasks/duties which is related to assigned projects  delegated by MWSC

Knowledge, Skills and Abilities

• Bachelor’s Degree in Civil Engineering
• Minimum 05 years’ experience in Civil engineering Field related to water and wastewater construction & engineering. Candidates with FIDIC certification/training and a PMP would be preferred.
• Considerable knowledge of Government rules and regulation.
• Skill in manipulating and preparing operational procedures.
• Ability to make sound decisions in a manner consistent with the essential job functions.
• Considerable knowledge of the basic principles of water production, sewerage systems and power systems.
• Make and record observations accurately and create reports.
• Plan, organize, direct and evaluate the work of the assigned respective engineering team.
• Analyze problems, identify alternative solutions/actions and implementation.
• Ability to perform or direct research projects; review and interpret research data and write reports on findings.
• Familiar with graphics and multimedia software.
• Considerable knowledge of Microsoft windows applications (MS Office package and databases).
• Considerable knowledge of AutoCAD and Microsoft Projects.
• Communicate clearly and concisely, both orally and in writing.

Duration of the Assignment

• The period of total engagement will be 18 months upon the signing of the contract agreement
