HCFC Import, Control and Management

The Government of the Republic of Maldives is a Party to the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer. In accordance with the decisions of the Parties to the Montreal Protocol related HCFCs (in particular Decision XIX/6), Maldives has to phase-out HCFC by 2020, with the exception of a servicing tail that is allocated from 2020 until 2025. It has been decided that the national annual import quota of HCFCs for the year 2021 will be combined with the import quota of the year 2022 resulting in a total of 3.36 metric tons.

In order to effectively control and manage the HCFCs imported to the Maldives, the government has decided to select Party/Parties to award the HCFCs import rights for the combined years of 2021 and 2022. The selected Party/Parties will be required to import HCFCs to the Maldives to meet the demands but within the annual import quota for the year 2021 and 2022, sales and distribution of HCFCs in accordance with an agreed approval process.

The Ministry of  Environment now invites sealed bids from eligible and qualified bidders to import HCFCs for the combined years 2021 and 2022. Interested eligible bidders must provide information that demonstrates their ability to import, storage, sales and distribution of HCFCs in the Maldives (company profile, experience in the area of importation, handling and managing of refrigerants etc.), in accordance with the bidding document.

Qualifications requirements include: Bidder must have experience in importing and handling; availability of reasonable storage facilities; and qualifications and experience of staff members. Additional details are provided in the Bidding Documents.
