Invitation for Interested Firms to design and conduct the National Financial Capability Survey

As sufficient applications were not received, for the REOI announcement  for Firms to design and Conduct a National Financial Capability Survey of the Maldives Retirement Pension Scheme  ( Ref No: 216-MPAO/I/2014/41 dated 02 October 2014) we would like to cancel the previous announcement and re-invite to submit their Expressions of Interest

The Government of the Republic of Maldives has received credit from the International Development Association (IDA) towards the cost of the Maldives Pension and Social Protection Administration Project (PSPAP), and intends to apply part of the proceeds under the contract to design and conduct the National Financial Capability Survey by CMDA.

CMDA requires a firm to conduct the National Financial Capability Survey in order to assess the capacity of individuals to manage financial resources and use financial services in a way that best suits individual needs and the prevalent socio-economic conditions.

Objective

The objective of the survey is to obtain and analyze nationwide data on Financial Capability. These include identifying:

  • weaknesses in financial decision making in various segments of the population and their respective reasons;
  • vulnerable groups to determine possible policy interventions;
  • effective and efficient channels to disseminate financial education;
  • products and services that various individuals have access to (in terms of accessibility, availability, knowledge and affordability); and those that they use; and
  • level of awareness about financial protection (laws and institutions).

Interested consulting firms (“Consultants”) may obtain an outline TOR from www.pension.gov.mv and further information at the address below during office hours (8:00 am and 4:00 pm).

The Maldives Pension Administration Office now invites interested eligible firmsto submit their expressions of interest. Interested firms must provide a Company Profile including information that demonstrates that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.)

A firm will be selected in accordance with the Least-Cost Selection (LCS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011, for which short listed parties would be later invited to submit Technical and Financial proposal in two separate sealed envelopes, as per the Request for Proposal issued.

Interested eligible parties are requested to submit the Expression of interest by 3pm on 13th November 2014.
