Development of a Public Awareness Campaign on Energy Efficiency Standards and Labeling Program in the Maldives (Second Announcement)

INVITATION FOR BIDS

The Ministry of Environment (ME) has received financial assistance from Global Environment Facility (GEF) administered by the United Nations Environment Programme (UN Environment) to reduce greenhouse gas (GHG) emissions through energy efficiency in the building sector under the project Strengthening Low Carbon Energy Island Strategies (LCEI) and intends to conduct an awareness campaign aimed for the public regarding energy efficiency standards and labeling.

The EOI requested by Ministry’s Advertisement No. (IUL)438-CCD/438/2019/349 dated 17th  November 2019 has been cancelled due to insufficient interests, thus Ministry re-invites interested eligible consultants to submit proposals according to the TOR. 

Ministry invites eligible vendors to submit proposals according to the TOR. The detail terms of reference for the consultancy is available to download from the ministry’s website (http://www.environment.gov.mv ) and also can be directly downloaded from this announcement.

The LCEI Project, is designed with a goal of market transformation for energy efficient technologies in buildings and the built environment in the Maldives; and promotion of energy efficiency investments in buildings. The project will not only target energy efficient technologies, but will also promote emerging low carbon energy technologies for the building sector.

 

Pre-bid meeting

A pre-bid meeting will be held on 1100hrs on 10th December 2019. Bidders who attend the pre-bid meeting can only submit the proposal for this consultancy.

Bid Submission

Bids shall be submitted to the Ministry of Environment at the address specified below in this Invitation for Bids, on or before 1100 hours, Maldivian time on 19th December 2019. Bids shall be submitted in sealed envelopes, with the title of the bid. Bid Opening date and time, and the name of bidder. Late bids, improperly labelled or sealed bids will be rejected and returned to the bidder.

Bid Validity and Bid Opening

Bids shall be valid for a period of 60 days from the date of Bid of Opening. Bids will be opened at 1100 hours, Maldivian time on 19th December 2019 in the presence of the Bidders who wish to attend the bid opening.

Proposals must be addressed as below

“Do not Open Before 19th December 2019 at 1100 - Development of a Public Awareness Campaign on Energy Efficiency Standards and Labelling Program in Maldives” and the submitting party’s name and address
