Terms of Reference for Quantity Surveyor

  1. I.  Background

The Ministry of Finance (MoF) of Government of Maldives is undertaking costing and procurement of several infrastructural projects and the Ministry seeks to hire a full time Quantity Surveyor (QS).

 

  1. II.  Objective

The objective of the assignment is to hire a Quantity Surveyor who shall assist National Tender and budgeting process to ensure the cost estimates from relevant authorities coincide with the drawings and scope of work submitted for procurement and necessary cost comparisons with thorough examination of Bill of Quantities submitted by the bidders adhere to the requirement provided, minimizing need for further variations.

  1. III.  Scope of Work/ Responsibilities

Under the supervision and guidance of Chief Procurement Executive of National Tender, the QS shall perform the following duties and responsibilities:

a)      Review, examine and ensure Bill of Quantities, scope of requirement, drawings and other related technical documentation submitted for tendering coincide with the cost estimates.

b)      Should carry out thorough examination of the Bill of Quantities submitted by the bidders to ensure they fully adhere to the requirement provided.

c)      Should ensure that cost estimate rates are in accordance with current market rates.

d)     Assist, coordinate and monitor all Evaluation’s and negotiations pertaining to procurement of goods, works and consultancies;

e)      Review and examine all variations prior to approval from National Tender Board.

f)       The QS should work closely with internal and external stakeholders and shall coordinate and support technical issues.

g)      Provide feedbacks and assist on formulated projects based on budgeting and costing.

h)      Evaluate unit costs of projects and report to Senior Management and other relevant agencies on ad-hoc basis.

i)        Maintain a detailed knowledge of all relevant issues impacting his/her field of Monitoring & Evaluation;

j)        Monitor project progress, offer feedback and keep regular communication with related line agencies;

k)      Review contracts and variations, analyse them for impact evaluation and to identify the causes of potential tailbacks and causes of variations in project implementation and make recommendations;

l)        Other duties as required from time to time be assigned to him/her.

 

  1. IV.             Qualification and Experience
    1. Minimum undergraduate degree in Quantity Surveying or related field.
    2. Minimum five years relevant work experience in Quantity Surveying working in areas directly related to public sector would be an added advantage together with corporate level experience;
    3. Excellent data analytical skills and interpretation. S/he must have ability to write clearly and concisely, and have sound quantitative skills (managing, analysing and interpreting data).
    4. Strong communication and facilitation skills and ability to establish good working relationships with colleagues and stakeholders in a sensitive environment. S/he must be able to respond quickly to requests for information.
    5. S/he must demonstrate strong interpersonal and motivational skills and sensitivity to the local environment as well as the ability to work with minimal supervision.
    6. Fully proficient in the following software applications: AutoCAD, Word, Excel and Power Point.
    7. Broad knowledge and understanding of public sector reform, public financial management performance assessments would be an added advantage;
    8. Very strong planning, system development and organizational skills including results based management.
    9. Willingness and ability to work effectively under pressure and ability to multi-task;
    10. Strong conceptual and analytical skills and demonstrated organizational, management & supervisory skills;
    11. Excellent interpersonal skills, strong verbal and written communication skills in English.

 

  1. V.  Duration of Services

 

  1. Expected contract commencement date: October 2019
  2. Contract will be on full-time basis, and contract will be for one year subject to annual review with a possibility of renewal.
  3. The performance criteria that will be used to assess the performance of the successful candidate at regular intervals and based upon which the contract may be continued or terminated are the effectiveness, efficiency and quality of delivering on the Scope of Services, Duties and Responsibilities of the assignment.

 

  1. VI.    Reporting Requirement
    1. Report directly to Chief Procurement Executive of National Tender at Ministry of Finance or any other official whom he/she may be assigned to.
    2. The QS Consultant will be located within the National Tender Function of the Ministry of Finance.  

 

  1. VII.   Remuneration

Remuneration will be negotiable based on the qualification and experience.
