Invitation for Expressions of Interest

Maldives has been a party to the UNFCCC since 1992 and is one of the first countries to ratify the Kyoto Protocol in 1998. Being a party to the convention, every party has to submit their Biennial Update Report to the UNFCCC as per the guidelines set-out Dec. 1/CP. 16 par. 60 and Dec 2/CP. 17 par. 41 and its Annex III. Ministry of Environment is in the process of finalizing the first Biennial Update Report (BUR) of the Maldives. This report composes of a description of the national circumstances, on the basis of which the country will address climate change and its adverse impacts, a national inventory of anthropogenic emissions by sources and removals by sinks of all greenhouse gases (GHGs) with a consistent time series to the last inventory submission, a thorough assessment of the national mitigation efforts including future projections to understand the cumulative effect of those efforts and information on support needs and received for means of implementation (technology transfer, capacity building and finance) as well as information on domestic measuring, reporting and verifying (MRV) system.

The advertisement no. (IUL) 438-CCD/438/2019/164 dated 30th June 2019 did not receive adequate number of bids which is required for bid-opening held on 7th July 2019. Hence, the consultancy assignment is re-advertised.

 

Ministry is seeking the services of a consultant to peer-review the draft BUR.

 

Interested consultants must provide following:

  • CV of the consultant
  • Valid reference letters from the clients for the relevant assignments carried out in the past.
  • Attested copies of educational qualifications
  • Copy of national identity card
  • Financial proposal with a lump sum amount for the entire scope of work, indicative of the per day rate.
  • Business Registration in ministry of Economic Development under sole proprietorship

 

 

Interested consultants may obtain additional information from the “Terms of Reference” attached to this advertisement. The “Terms of Reference” will also be available for download in the Ministry’s website www.environment.gov.mv.

 

Bids Shall be valid for a period of 45 Days from the date of Bid of Opening and shall be delivered to the Ministry of Environment at the address specified in the clause 9 of this Invitation for Bids, on or before 1300 hours, Maldivian time on 18th July, 2019 at which time they will be opened in the presence of the Bidders who wish to attend the bid opening. Late bids will be rejected.
