 SOE’s Reform Consultant (International)

[RFP No: PSSP-AF/2.3/C/02]

The Government of Maldives (GoM) has received a credit from the International Development Association (IDA) towards the cost of the Maldives Public Financial Management Systems Strengthening Project (PSSP), and part of the proceeds of this credit is being used towards payments under the contract for a SOE’s Reform Consultant (International)for the PSSP implemented by the Ministry of Finance (MoF).

The SOE’s Reform Consultant assignment is to provide advice and technical assistance to the MoF, the PCB and select SOEs on the implementation of the above mentioned SOE reforms in order to enhance their corporate governance and performance and reduce the fiscal risks and cost to the budget.

The Candidate should possess the following qualifications and experience:

Education

  • Minimum of Master’s Degree in Business Administration (MBA) or public policy.
  • Academic exposure in legal and financial area will be an added advantage.
  • Bachelor’s Degree in law is preferred

Experience

  • Minimum 3-5 years of post-graduate work experience on SOE governance and performance monitoring
  • Minimum 2 years of international work experience in the South Asia Region
  • Experience in designing, implementing and conducting training on similar issues of M&E, performance contracts and PRIS is highly desirable.
  • Past experience in advising senior government officials will be an added advantage
  • Experience of working with Central and/or State government institutions; Public Sector Undertakings (PSUs) and involvement in training of the officers of the same will be an added advantage
  • Knowledge of national and international best practices in the area of Corporate Governance of SOEs, is highly desirable.
  • Knowledge of IT tools/Software for SOE performance management is highly desirable.

Functional Competencies

  • Ability to work independently with limited instruction and supervision;
  • Ability to identify problems and propose solutions;

Skills

  • Experience in handling of web based management systems;
  • Good presentation skills, utilizing MS Powerpoint;
  • Excellent drafting skills and verbal communication.

Language Requirements

  • Fluency in English

The Ministry of Finance, now invites interested eligible individuals to submit their Expressions of Interest (EoI). Interested Candidates must provide (a) a CV including information that demonstrates that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.)

The individual will be selected based on the qualification and experience, in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD loans and IDA credits and grants by World Bank Borrowers, of July 2016, Revised November 2017 and August 2018.
