Strengthening Inclusive education

Inclusive Education (IE) has been a key priority of the Maldives. An inclusive education policy has been implemented since 2013. Also, based on the IE policy a strategic action plan to implement the IE policy has been implemented from 2015 – 2018.

Ministry of Education (MoE) is committed to Strengthening Inclusive education in the Maldives by;

(a)    Revision of the Inclusive Education Policy & strategic plan for Inclusive Education.

(b)   Capacity needs Analysis and Capacity Development plan for Inclusive Education.

The Ministry of Education seeks International Consultancy to provide technical support to MoE in preparing all essential documents required for implementing the aforementioned guidelines, by the end of October 2019. The consultancy is also expected to conduct relevant trainings based on these guidelines, by the end of October 2019. Expressions of Interest need to be submitted along with the CV or Institute profile, reference letter, validated documents supporting the candidate’s qualifications and experience, and the attested copy of Registration or ID card/Passport by 18^th June 2019, 14:00pm (local time) to the address given below.

Task to be undertaken

1- Undertake a comprehensive review of the implementation of the IE policy and strategic action plan. 

a. Review the existing IE strategic action plan on IE, IE policy and the Education Sector Plan for 2019-2024.

b. Identify the strengths, gaps and weaknesses in the existing strategic plan and IE policy.

c. Conduct key informant interviews and Focus group discussions on the implementation of the IE strategic action Plan and IE policy.

d. Develop a report on the review with clear recommendations and an agreed plan for the revision of the documents.

2- In consultation with IED and national stakeholders, develop the revised IE strategic plan.

a. Validate the plan with IED and stakeholders.

b. Finalize the plan.

3- Conduct a capacity needs analysis for provision of IE under the revised strategic plan and IE policy.

4-Develop a costed capacity development plan for 5 years.

a. Validate the plan with stakeholders.

b. Produce the final document with input from stakeholders.

Deliverables:

1. Report on the review of implementation of the IE strategic plan and IE policy.
2. Final draft of the IE Strategic Plan
3. Final report on the IE capacity needs analysis.
4. Final draft of the IE capacity development plan.

Terms of payment
